In Windsor, Ontario, a small network of lawyers, court officers, police officers, insurance executives, and one mayor have allegedly operated for two decades as an organized estate-fraud, identity-fraud, and wrongful-arrest apparatus that the Canadian judicial system has failed to investigate or arrest, despite filings reaching the Supreme Court of Canada and the British Columbia Supreme Court.
Three families have been harmed by the same network: the Ceylan family (Raffi Ceylan died July 16, 2016 in Chapleau, Ontario under strychnine-consistent presentation with no toxicology screen ordered; his ex-wife received a $607,228.70 Sun Life payout on a forged transfer form), the Longo family (Francesco Giovanni Longo was kidnapped from his Windsor business on May 6, 2021 on fabricated charges; Deputy Chief Kerral DeGraaff signed a release undertaking that lies about the duration of his detention), and the Simetic family (Dave Simetic was threatened while fishing with his children to drop his investigation).
The same names recur across all three case files. The same officers. The same lawyers. The same court officials. The same hub: Shibley Righton LLP, the Windsor Police Service, and the Office of the Mayor.
