On July 1, 2026 — Canada Day — five additional evidence pages were published to the permanent public record. Between them, the victim-funds-v2 blast (July 5), the notify-the-engaged blast (July 5), the Poilievre demand-letter notify (July 5), the JCCF evidence package (July 5), the Phase 3 victim services exposure (June 25), the Tier 2 Inner Rats (June 25), the Surgical Strike Tier 0 (June 25), the prior waves in May/June, and the original Receipt of Silence distribution — one person has done what is supposed to be the job of a hundred.

The bodies listed on this page are the bodies that have the statutory mandate, the public funding, the public trust, the press credentials, the bench, the bar, the badge, the brief, the bench, and the inbox to engage with a Canadian citizen who has documented, hashed, time-stamped, recorded (one-party-consent, s.184 Criminal Code), and published evidence of a four-and-a-half-year wrongful prosecution at 189% above the Jordan ceiling.

What follows is what they have done with it.

The mandate question. Every entity below has a public mandate that includes the kind of work the evidence in this case demands. Press: the public's right to know. Civil liberties organizations: defending Charter rights. Lawyers: representing the wrongfully accused. Courts: providing remedy. Police: investigating crime. Crown: prosecuting crime. Watchdogs: oversight of police, courts, government. MPs, MPPs, ministers: constituent service and legislative remedy. UN bodies: international human-rights monitoring. Every one of these entities is funded, in whole or in part, by the Canadian public to do exactly this work.

What follows is the public record of the work they have done with the formal notice they have received.

This is the number. This is what the silence costs. This is the answer to every follow-up email that was never written, every call that was never made, every file that was never opened, every duty that was never discharged. One man sent 1,000+ emails into the void; the void has not answered.

1. Send logs (proof of contact): Every Brevo API call, every email sent, every message ID, every timestamp — captured in JSON logs at denialbydesign.org/canary-log and the file system at /home/atlas/halo/PDFs/. 24 log files, totalling 868 unique (recipient, campaign) pairs.
2. Engagement (proof of notice): Every open, every click, every proxy load, every bounce, every block — pulled from Brevo's events API and exported to brevo_v2_events_export_20260705.csv. The CSV is timestamped and reproducible.
3. Replies (proof of response, or its absence): Every reply received via the contact form, via email, or via phone — captured and indexed. There is one reply on file: Guernica 37 Centre, an international justice NGO, who acknowledged receipt and forwarded the message to "the relevant department." No follow-up, no review, no engagement with the evidence.

The record is permanent. The cryptographic hashes are on the canary log. The 11 audio recordings are admissible under s.184 of the Criminal Code (one-party consent, Ontario jurisdiction). The 17 motions, the 4 MAG bounces, the 66 days of Global Affairs silence, the 27 Premier emails, the 2.5 hours of unexplained chamber time, the 4.5 years at 189% above the Jordan ceiling — all of it is on the record, hashed, timestamped, and publicly available.
