Status: PUBLIC EXHIBIT — Part of the Silence = Complicity record
To: Law Enforcement Complaints Agency (LECA) complaints@leca.ca CC: Attorney General of Ontario (attorneygeneral@ontario.ca) Office of the Ontario Ombudsman CRCC (complaints@crcc-ccetp.gc.ca) Francesco Giovanni Longo Re: LECA File E-202606011107233651 — Formal Demand for Written Status Update and Explanation of Inaction Dear LECA, I am writing in relation to LECA File E-202606011107233651, which concerns serious allegations of misconduct by members of the Windsor Police Service, including but not limited to unauthorized CPIC database activity, identity manipulation, and related matters tied to my long-standing case (R. v. Longo, Case 94545 / 21-845 and connected federal proceedings). This file has been open for an extended period. Despite multiple prior communications and the existence of extensive supporting documentation already in the public record and in the possession of multiple oversight bodies, I have received no substantive written response, no investigative update, and no explanation for the prolonged inaction. This silence is not occurring in isolation. It forms part of a documented pattern of non-response across at least twelve other federal and provincial oversight institutions, victim services bodies, and judicial channels over many months. That pattern is now a matter of public record through timestamped email delivery data, Cloudflare analytics, and canary token monitoring. I therefore formally demand the following within seven (7) business days: 1. A clear written status update on LECA File E-202606011107233651, including what investigative steps (if any) have been taken. 2. An explanation for the extended period of inaction on this file. 3. Confirmation of whether this matter has been coordinated or discussed with any other agency (including but not limited to the Attorney General's office, Windsor Police Professional Standards, or federal authorities). Should no meaningful response be received within the stated timeframe, this letter and the fact of LECA's silence will be added to the public evidence record as further proof of coordinated institutional inaction. This record is already being reviewed at the highest levels of multiple governments and media organizations. I reserve all rights and remedies.
Sincerely, Francesco Giovanni Longo Windsor, Ontario flongo11@gmail.com 226-260-6399
