# SUPPLEMENT 1 TO THE VICTIMS FUND PACKAGE — THE APPLICANT'S STATEMENT OF QUALIFICATION AND UNCOMPENSATED HARM
Filed October 27, 2026, by Francesco Giovanni Longo, as a supplement to the Victims Fund package transmitted the same day.

## The application this supplement belongs to
On March 17, 2026, I applied to the Canadians Victimized Abroad Fund, Department of Justice Canada, for $105,000. More than seven months later, no decision has been rendered: no approval, no refusal, no eligibility assessment, and nothing in writing over the name of any official. No payment has been made to me under that application.

## My statement, made October 27, 2026
I state that I qualify as a victim not in one narrow respect but across the whole of what was done and what continues to be done. In my words and on my record, the harms are:

1. **Abduction and rendition** — seized in Canada and transferred to the United States through the process my filings challenge from the first paper;
2. **Wrongful imprisonment and loss of liberty** — years of my life taken in custody in Canada and the United States;
3. **Defamation** — a criminal identity and record attributed to me that I state was created and maintained by officials, destroying my name;
4. **Mental stress and anguish** — continuing, and aggravated by every year of unanswered filings;
5. **Financial destruction** — bankruptcy, lost livelihood, and losses that continue to compound;
6. **Loss of family life** — years with my family that cannot be returned;
7. **Loss of immigration status and mobility** — I remain blocked from regularizing my status and applying again, while a record I state is not mine answers when my name is run;
8. **Ongoing surveillance and scrutiny** — which I state continues to this day.

Against all of that: not one cent has been paid to me. The application has not even been decided.

## What this supplement demands
1. Place this statement on the application file and on every file to which the Victims Fund package was transmitted today.
2. Assess my application **head by head** against the statement above. A general refusal, or continued silence, does not answer it.
3. If the decision-maker says any head falls outside the program, identify the **precise criterion** relied on and the record said to support it — over a name.
4. If any head belongs to another program, name that program, state whether my file was referred to it, and give the referral reference — or state plainly that no referral was made.
5. Confirm in writing that no disbursement has been made to me or in my name under the application, or produce the record of any disbursement said to exist.

Acknowledgment with a named official and file number within 48 hours; substantive answer within seven days.
