# THE VICTIMS FUND PACKAGE — the closed loop, one application, and the demands
Built and sent October 27, 2026, at the direction of Francesco Giovanni Longo.

## Part I — His own application, on the record
On **March 17, 2026**, Francesco Giovanni Longo applied to the **Canadians Victimized Abroad Fund**, a program of the Department of Justice Canada, administered through the Victims Fund. The program form is dated March 25, 2026 and is in his records. More than seven months later there is **no decision** — no approval, no refusal, no eligibility assessment, nothing in writing over any name. A judicial-review application in the nature of mandamus, directed to the Manager of the Fund, was drafted on October 20, 2026 on exactly that footing: under *Apotex*, a demand met with silence after a reasonable time is an implied refusal.

## Part II — The study: the closed loop
His published investigation catalogues **128 federal, provincial and municipal agencies** claiming to assist victims, complainants, or citizens seeking redress. Its findings, in its own words:

> "The total combined annual budget across these agencies averages $12.3 billion (2015-2025 data), yet actual payouts to citizens total only $1.1 billion annually — a suppression gap of 91%. Rejection/dismissal rates average 75-95% across categories, with processing times ranging from 6-36 months, leading to 65-80% abandonment rates. Circular referral patterns form closed loops (e.g., LAO → HRTO → LSO → courts → LAO), while control structures reveal Attorney General and Treasury Board oversight in 85% of agencies."

His position: a system built to exhaust complainants rather than remedy them — and his own seven months of silence from the Victims Fund is the pattern in miniature, on his own file.

## Part III — The chain of offices
The Honourable Anita Anand was President of the Treasury Board of Canada (July 2023 – December 2024) — the office his study names as the oversight centre of the loop — and is now Minister of Foreign Affairs. On May 22, 2026 he wrote to her as Minister. The reply of June 17, 2026 came from an **unmonitored mailbox**, was **signed by no one** — a title only — and closed his consular matter. His position: an answer issued in a Minister's name by an unnamed hand is an answer by nobody with authority, and it is counted as what it is — silence.

## Part IV — The demands
1. **Decide the application.** Render a decision, in writing, over a name, on the Canadians Victimized Abroad Fund application of March 17, 2026.
2. **Produce the payment record.** For each year of the program: how many Canadians were paid, and how much, in total — or certify, over a name, which of those records do not exist.
3. **Account for the money.** The program's appropriations and expenditures, year by year. His figure — over $180 million unaccounted across the victim-funding envelopes — stands to be answered by the departments' own numbers, or by their absence.
4. **Name the provision.** If the position of any department is that proof of recipients or payments need not be produced, identify the statutory or regulatory provision relied on.
5. **State the program's status.** Whether the Canadians Victimized Abroad financial assistance is live, suspended, or cancelled — and if ended, when, and by what instrument.
