# HEBNER ENDORSEMENT — CHAIN-OF-CUSTODY DIG

**Prepared:** October 27, 2026
**Scope:** Forensic document work only. Nothing was sent, filed, or altered. Every claim below is sourced to a file path, a metadata field, a Gmail message ID, or a named search. Inferences are labelled **[INFERENCE]**. Frank's own words are carried as his position, never as document findings.

**Frank's claims under test (Oct 27, 2026, his words in substance):** the endorsement of Justice Pamela Hebner (Superior Court of Justice, Windsor, Feb 26, 2026 — the one stating the court is considering a *Courts of Justice Act* s. 140 vexatious-litigant order, 20 days to respond) is "complete fraud"; her signature was photocopied; the paper was photocopied and cut in half; he called it fraud on its face at the time; last week (mid-to-late October 2026) a letter went out to Samantha Gibson demanding to know whether Hebner actually sent it; the matter was directed to Justice Carroccia, who never responded to his February demands, and somebody else (Hebner) intercepted and responded for her.

**Headline findings**

1. The emailed Hebner endorsement is a **born-digital Word document, not a scan or photocopy of paper**. Its signature is a pasted raster image object — the same way the Carroccia endorsement's signature was inserted, by the same staff account, five weeks earlier.
2. The scanned paper package Frank actually received (Form 2.2C Registrar's Notice, Feb 25, 2026) is a **different artifact** from the emailed endorsement PDF. The scanned endorsement pages inside it carry **the same signature image** as the emailed PDF (template-match IoU 0.636 against controls of ≤0.13) — the paper endorsement was printed from the same Word document, signature image and all.
3. Both transmittal emails and both attachments are **proven byte-identical from Gmail to the preserved copies** — re-downloaded live Oct 27, 2026 and hash-matched. Nothing in the preserved record was substituted after receipt.
4. The February demands were addressed **to Carroccia through the court office mailbox only**. Hebner was never an addressee or Cc on any February email found. **No assignment or referral document exists anywhere searched** (honest null).
5. Frank's contemporaneous fraud challenge **exists** — Feb 27, 2026, the day after the endorsement arrived. The October 2026 letter **exists too** — addressed to Hebner, sent to the Windsor SCJ mailbox on Oct 20, 2026 — but on the paper record its subject is the **Form 2.2C Registrar's Notice**, and **no reply to it exists in the mailbox through Oct 27, 2026**.
6. **No document anywhere searched identifies who "advised" Carroccia J.** or what record the advice rested on (honest null).

## THREAD 1 — THE ORIGINAL INSTRUMENTS

### 1A. The Hebner endorsement PDF (as received Feb 26, 2026)

**File:** `~/workspace/vc_matrix_work/hebner_endorsement_feb26_2026.pdf`
**Size:** 126,290 bytes. **SHA-256:** `4bcd21301988c53af3a382262222f5e1ef0860c9d0709fee323089707cb001b5`

| Field | Value (from the file bytes) |
|---|---|
| PDF version | 1.7 |
| Pages | 4 |
| Page size | US Letter, 612 × 792 pts |
| Creator | Microsoft® Word for Microsoft 365 |
| Producer | Microsoft® Word for Microsoft 365 |
| Author | Sokolowski, Jo-anne (MAG) |
| CreationDate | D:20260226155002-05'00' — **Feb 26, 2026, 15:50:02 EST** |
| ModDate | D:20260226155002-05'00' — identical to creation (single-save export) |
| Encryption / AcroForm / JavaScript | None / none / none |
| Cryptographic signature | **None exists in the file** — no signature field of any kind |
| XMP DocumentID / InstanceID | `uuid:DC4D3F8A-61CA-49FC-AF17-1BDA51EFB608` |
| XMP MSIP label GUID / SiteId | `034a106e-6316-442c-ad35-738afd673d2b` / `cddc1229-ac2a-4b97-b78a-0e5cacb5865c` |

- **Born-digital, not a scan.** The text layer is native Word text (embedded TrueType fonts: Times New Roman, Tahoma, Open Sans, Arial). There are no full-page image objects. The document was typed in Word and exported to PDF.
- **The signature is a discrete raster image object** (object 34): 261 × 90 px, DeviceRGB, FlateDecode, placed on page 3 at 196 × 67.5 pt (2.72 × 0.94 in), effective resolution ~96 dpi. Decompressed pixel data SHA-256: `45af2fa402836126955e4b5fdfd5bc94819b75217161ce60531e581786112a8c`. Ink analysis (luminance < 200): 614 dark pixels of 23,490 (2.61%), ink bounding box x 32–208, y 8–63 — sparse handwritten strokes, consistent with a signature image pasted into the Word document.
- **No post-hoc editing.** The hybrid xref layout (XRefStm + /Prev) is Word's standard output structure; no objects exist after the first %%EOF (189 bytes of trailer only). The file as received is a single Word export.
- **Form fields on the face:** JUSTICE: Hebner; COURT FILE NO.: none; **DATE field blank ("DATE: ____")**. Page 4 is a blank "ENDORSEMENT CONTINUED:" form page. Nothing in the file is truncated or cut — all four pages are full letter pages.

**[INFERENCE]** A pasted raster signature in a Word endorsement form is the normal way court staff produce these documents: the judge's signature image is inserted into the form, and the file is exported. The PDF bytes alone cannot prove whether the inserted image was itself scanned from a wet signature, or who operated the Word session. They do prove the emailed endorsement is **not** a photocopy or scan of a paper original.

### 1B. The Carroccia endorsement PDF (comparison, as received Jan 29, 2026)

**File:** `~/workspace/vc_matrix_work/carroccia_endorsement_jan28_2026.pdf`
**Size:** 213,734 bytes. **SHA-256:** `48731176ea3fbe3da262296540c9b9d31245cad17d17bf0932eecf77ac02499c`

| Field | Value |
|---|---|
| Pages / size | 2 pages, US Letter |
| Creator / Producer | Microsoft® Word for Microsoft 365 |
| Author | Sokolowski, Jo-anne (MAG) — **same staff account as the Hebner file** |
| CreationDate | D:20260129083651-05'00' — **Jan 29, 2026, 08:36:51 EST** |
| Signature image | Object 10: 702 × 327 px, DCTDecode (JPEG), 17,108 bytes, JPEG SHA-256 `4566cb3d0e930573e477618358a6a5bb08d3a680f588c1b01e344aef9d6a3312`, placed at 229.87 × 107 pt (~220 dpi). Ink: 8,513 dark pixels of 229,554 (3.71%), ink bbox x 50–701, y 81–287 |
| Header | "JUSTICE: Justice M. Carroccia", "COURT FILE NO.: NONE", "DATE: January 28, 2026", "DEFENCE COUNSEL: self-rep"; signed "Justice Maria V. Carroccia, Acting LAJ". Page 2 is a blank "ENDORSEMENT CONTINUED:" page |

The two signature images are entirely different files (different judges, as expected). The production method is identical: same MAG staff account, same Word 365, signature pasted as a raster image, no cryptographic signature.

### 1C. The Form 2.2C package — the paper artifact (a different instrument)

Frank's "photocopied, wrong-size paper" description attaches, on the paper record, to **this** package — not to the emailed endorsement PDF.

**File:** `~/workspace/gdrive_pull/files/17ZAmw4Ee-7n_FORM 2.2C REGISTRAR_S NOTICE PROPOSING CONSIDERATION OF VEXATIOUS LITIGANT ORDER LONGO.pdf`
**Size:** 2,346,875 bytes. **SHA-256:** `65094ce9b14534a5f6666f3f8ce30f6904e01eb7606db2ecf9c297995096a27b`

| CreationDate | D:20260225165649-05'00' — **Feb 25, 2026, 16:56:49 EST** |
| ModDate | D:20260225165937-05'00' — Feb 25, 2026, 16:59:37 EST |
| Pages | 6, each a single full-page grayscale JPEG image, 3300 × 2550 px (300 dpi), MediaBox 792 × 612 pts (US Letter, stored landscape), Rotate 270 |
| Text layer | **None** — a pure image scan, no OCR |
| Cryptographic signature | None in the file. Kopcok's "digital signature" is a rendered stamp inside the scanned image, not a PDF signature object |

**Content** (read page by page in `~/workspace/your_files/format_compliance_check_oct20.md` §7): Form 2.2C (RCP-E 2.2C, June 1, 2024), *Courts of Justice Act* — "REGISTRAR'S NOTICE PROPOSING CONSIDERATION OF VEXATIOUS LITIGANT ORDER", SCJ Windsor (245 Windsor Avenue), addressed "TO FRANCESCO LONGO, flongo11@gmail.com." Dated February 25, 2026; signed by **Marilyn Kopcok, Local Registrar** (digital signature stamp: "Digitally signed by Marilyn Kopcok, Date: 2026.02.25 16:52:37 −05'00'"). It opens: "I HAVE BEEN DIRECTED to prepare this notice by Justice P. Hebner proposing that the court consider making a vexatious litigant order against FRANCESCO LONGO under subsection 140 (1) of the Courts of Justice Act." Response required on Form 2.2D, served and filed with proof of service within 20 days after receipt; "If you do not file a response, a judge may make an order against you without your participation." The ongoing-proceedings and concluded-proceedings tables are **blank** in this copy. Pages 3–6 carry the Hebner endorsement (Court File No.: none), concluding: "…I direct that the registrar prepare a registrar's notice to Mr Longo with this endorsement attached. … Mr Longo shall have 20 days to file a response in Form 2.2D as required by rule 2.2.05." Signed: Justice Pamela Hebner. **No vexatious litigant order itself is contained in the six pages** — the package is the proposal, the direction, and the response window.

**Page order:** the PDF's Pages-tree /Kids order is [26, 1, 5, 9, 13, 17], not object-number order. True mapping: p.1 = obj 26, p.2 = obj 1, p.3 = obj 5, p.4 = obj 9, p.5 = obj 13, p.6 = obj 17. In the correct order the pagination matches the emailed endorsement exactly (notice pp. 1–2; endorsement pp. 3–6: dense, dense, half-page + signature, blank continued page). **[INFERENCE]** The ordering quirk is consistent with the device's linearized ("Optimized: yes") output, not evidence of post-hoc editing by a third party.

**The decisive comparison — signature match.** The emailed Hebner signature's ink mask (ink bbox 177 × 56 px) was template-matched (FFT cross-correlation + IoU, with scale search) against the binarized pages of the scanned package:

- **Best match: package page 5 (endorsement page 3), IoU = 0.636** at scale 1.56, position y ≈ 1712/3300 (51.9% from top), x ≈ 148/2550 (5.8% from left) — the signature zone, matching the emailed PDF's own placement (ink top 52.5% from top, ink left edge 6.2% from left).
- Controls: the Carroccia signature template on the same pages scored 0.08–0.13; the Hebner template on other package pages scored 0.09–0.12; a 3-px self-shift of the identical image degraded IoU to 0.078 at native resolution.
- (Method note: IoU after print → 300-dpi scan → JPEG → rescale is expected to be well below 1.0; 0.636 against ≤0.13 controls is a strong match, not a marginal one.)

**Finding:** the scanned paper endorsement carries **the same signature image** as the emailed Word PDF. The paper endorsement was printed from the same Word document (or its identical twin), signature image and all. It is not a different signature, and it is not a freehand copy of one.

**Chronology tension, stated neutrally:** the registrar's notice is dated Feb 25, 2026 and its Kopcok stamp reads 16:52:37 EST Feb 25, yet the notice states it was prepared on Hebner's direction and carries the endorsement attached — while the emailed endorsement PDF was exported Feb 26 at 15:50:02 EST, ~23 hours later. The endorsement form's DATE field is blank in the emailed PDF, and the Oct 20 format check records no date on the scanned endorsement either. The endorsement's own date is therefore not fixed by either file. This tension is stated, not resolved: the three timestamps and the blank DATE field are the facts.

### 2D. What the headers establish — and what they cannot

**Established:** both endorsement emails and the registrar's email were submitted through Outlook/Exchange sessions on the Ontario government's Microsoft 365 tenant (mailboxes Windsor.SCJ@ontario.ca and windsorregistrar@ontario.ca, Canada region) and authenticated as ontario.ca at Google (DKIM/SPF/DMARC all pass). The preserved attachments are exactly the bytes sent.

**Not established:** headers do not identify which human operated either mailbox, and they do not establish whether a judge personally approved either document. No X-Originating-IP is present in either message (typical for MAPI submissions; the first hop is the mailbox server itself, at a link-local fe80 address).

**Custody caveat on the preserved .eml files:** the `~/workspace/vc_matrix_work/raw_*.eml` copies are text/body-only captures (16,299 and 28,779 bytes) with **no attachment parts** — the attachments were captured separately on Oct 24, 2026 via the attachments API and are now re-verified byte-identical live. The .eml header blocks themselves are complete (ARC seals intact).

## THREAD 3 — THE FEBRUARY DEMANDS

### 3A. Feb 11, 2026 email — Gmail 19c4df50fc17adef

- **When:** Wed Feb 11, 2026, 13:27:10 EST. A forward (19c4df57d773fead) followed 28 seconds later, at 13:27:38 EST.
- **Addressees:** **To: windsor.scj@ontario.ca ONLY. No Cc.** Hebner was not an addressee or a Cc.
- **Subject:** "URGENT: HABEAS CORPUS RESPONSE DEMAND - CJC FORGED ORDER PROOF - DEADLINE TODAY"
- **Body:** opens "To the Honourable Superior Court Judge Maria Carroccia, Re: R. v. Longo, Habeas Corpus Application (Filed January 29, 2026) - No Substantive Response in 12 Days" and demands, by end of that day: (1) deposit $57 million to his bank account; (2) order arrests of AG Canada Arif Virani, AG Ontario Doug Downey, Premier Doug Ford, Minister of Safety Michael Kerzner; (3) contact RCMP to execute.
- **Attachment:** `25-1065_DecisionNJ_Francesco Longo_2026-02-10 (1).pdf` (206,169 bytes).
- Hebner's endorsement recites this email accurately.

### 3B. Feb 17, 2026 emails — Gmail 19c6d59f7187728f and companions

- **Main send:** Tue Feb 17, 2026, 15:45:36 EST. **To: windsor.scj@ontario.ca AND Samantha.Gibson@ontario.ca; Cc: divcourtmail@ontario.ca, ottawa.scj@ontario.ca, mag.csd@ontario.ca, doug.downey@ontario.ca.** Hebner was not an addressee or a Cc.
- **Body:** "Dear Superior Court Clerk (London), … I demand immediate processing of this Rule 43 Mandamus Application to force The Honourable Justice Maria V. Carroccia to decide my habeas corpus (filed Jan 28/30, 2026…)" and "Serving Carroccia (windsor.scj@ontario.ca/Samantha.Gibson@ontario.ca), AG (mag.csd@ontario.ca)."
- **Attachments:** `SIGNEDaffidavt HABEAUS DEMAND MANDAMUS (1).pdf` (157,843 bytes); `SIGNEDMANDAMUS HABRAS (1).pdf` (201,960 bytes).
- Two further sends the same day: 19c6d516940e08d6 (15:36:16 EST) and a resend 19c6d69e55bc72db (16:03:00 EST, subject prefixed "RESEND/FOLLOW-UP").
- **No email in the record is addressed to Hebner individually.** All SCJ correspondence routes through the office mailbox.

### 3C. Assignment / referral — HONEST NULL

**No document in the record shows the matter being assigned or referred from Carroccia to Hebner.** Searched: Gmail (connector queries), the preserved `~/workspace/vc_matrix_work/` corpus, and the workspace. The only routing evidence in the record is:

1. Hebner's endorsement's own first line: "The trial coordinator has brought to my attention a number of requests by Mr Longo for 'urgent applications'".
2. Frank's own transcript exhibit (below), in which Gibson explains the routing: "anything we get, we send it to the LAJ, because you don't have a file with this court… anything you're trying to file has to go through the LAJ for approval, 'cause you don't have a file with this court."

On the paper, both judges sat in the LAJ role: Carroccia signed Jan 28 as "Acting LAJ"; Gibson's Feb 26 transmittal calls Hebner "Local administrative Judge." On its face, Hebner's endorsement does **not** purport to answer for Carroccia — it recites that "Justice Carroccia did consider the emails Mr Longo sent and determined that the material would not be accepted for filing" and then opens a **new** matter (s. 140 consideration) on her own initiative, which CJA s. 140(2) expressly permits ("on a judge's own initiative"). Whether that satisfies Frank's objection is characterization — it is carried in his column below, not stated as a document fact.

### 3D. Frank's Feb 26, 2026 transcript exhibit — Gmail 19caa202af2f13d8

Self-email, Feb 26, 2026, 16:20:59 EST, To: himself, no subject, no attachments: "EXHIBIT [X] — VERBATIM TRANSCRIPT, Court Registry Telephone Call — Windsor Superior Court, Date: February 26, 2026 | Time: ~3:26 PM | Duration: 28:37 | Parties: Applicant ('A') + Registry Officer Samantha ('S')". Gibson is recorded saying: "anything we get, we send it to the LAJ, because you don't have a file with this court" and "You never had a trial here. All you had was an extradition hearing, which you consented to the extradition, so there's nothing else before the court." This exhibit is Frank-supplied (verbatim transport — reported as his exhibit, not as a court record). **Chronology note (fact):** the call is timestamped ~3:26 PM; the endorsement PDF was created 3:50:02 PM and emailed 3:51 PM the same day.

## THREAD 4 — THE CHALLENGE LETTERS

### 4A. Contemporaneous challenge — FOUND (Feb 27, 2026, the next day)

**Gmail 19ca0d9215359d85**, Fri Feb 27, 2026, 15:45:09 EST. From Frank, **To: windsor.scj@ontario.ca** (no Cc). Subject: "URGENT NOTICE: Fraudulent Documentation, Law-Breaking, and Your Complicity – RCMP/OPP Investigations Underway; Final Whistleblower Chance (Recorded Conversations Attached)".

Body addressed "Dear Samantha Gibson (Trial Coordinator, Windsor Superior Court of Justice)" and states **verbatim**:

> "You've been sending fraudulent data for the second time in a row: forged judicial endorsement from another judge (not attached to the chain of command, detached and mismatched as in the Feb 25, 2026 notice), breaking proper procedure under Rules of Civil Procedure r.4.01 (document traceability) and Evidence Act s.31.1 (chain of custody)."

It cites Criminal Code ss. 139 (obstruction), 366 (forgery), 465 (conspiracy), 368 (uttering forged documents), Charter ss. 7 and 12, and offers a whistleblower chance under the Public Service of Ontario Act, 2006, Part V, ss. 109–116. Two forwards followed the same day (19ca0db5754abde4, 15:47; 19ca0e36f5fe2332, 15:56), and a wider Feb 27–Mar 3 cluster re-sent the notice (including undeliverables from scc-csc.gc.ca, yukon.ca, bcgov, and rcmp-grc postmasters).

**Fact note:** the body's attachment list (Recorded_Conversations_Transcripts.pdf, Superior_Courts_Plea_Email_Copy.pdf) does **not** match the message's actual attachments (`SUPREME COURT OF CANADA.pdf`, 97,154 bytes; `Immediate emergency review..pdf`, 67,160; `Evidence Summary pdf.pdf`, 79,606; `Emergency motion, Supreme Court..pdf`, 97,154). And the phrase "as in the Feb 25, 2026 notice" is now explained: the Feb 25 notice is the Form 2.2C Registrar's Notice (Thread 1C).

### 4B. The October 2026 letter — FOUND, with two corrections to the framing

**Files:** `~/workspace/your_files/hebner_letter_oct20.md` and `hebner_letter_oct20.pdf` (ReportLab-produced; CreationDate Oct 20, 2026 22:10:04 UTC = 18:10:04 EDT).

- **Addressed to:** "The Honourable Justice Hebner, Superior Court of Justice, Windsor, 245 Windsor Avenue" — **sent via email to Windsor.SCJ@ontario.ca**, the court office mailbox. Frank's characterization "sent to Samantha Gibson" is consistent in substance (Gibson's office is the channel) but the letter is not addressed to Gibson personally.
- **Subject of the letter:** the **Form 2.2C Registrar's Notice** — Re: "Form 2.2C Registrar's Notice dated February 25, 2026, bearing the name of the Local Registrar, Marilyn Kopcok, and stating it was prepared on your direction — request for confirmation of authenticity, and for investigation if it is not genuine."
- **The three asks, in writing:** (1) Is this document genuine? Did you direct its issuance, and is the endorsement yours? (2) If any order was made on this notice, what is that order, and where is it recorded? (3) If this document is not genuine — if your name and the Registrar's were used without authority — investigate immediately.
- **Frank's statements in the letter (verbatim):** "the copy I received was a photocopy, on paper of the wrong size, and the signature on it is not, in my assessment, genuine. I raised the fraud when the document reached me. I received no answer." It closes: "A written reply is requested."
- **Send:** Oct 20, 2026, 18:10 EDT, via Resend. **Resend ID `01a15b5d-e348-7850-86c8-366cb5a4126e`** (full ID from the canary registry; `send_ledger_oct22.md` line 83 carries the truncated prefix). Canary token `03tgfd42vuzlxo99rjgvtzac6` (memo `hebner_2.2c_authenticity_letter_oct20`, status SENT, created 2026-10-20T22:10:00Z, **no trigger timestamp recorded**). Ledger status: **OPEN-AWAITING-RESPONSE**. `PHASE1_SENDS.md` §S-22 grades it SUPPORTED via CONTEMPORANEOUS-LOG ("SENT per ledger with Resend ID; no read-back quoted in the row").
- **Delivery proof — qualified.** `full_status_review_oct21.md` line 61 records the send as "**Delivered***" (line 52: Resend read-backs refreshed Oct 21 for the starred IDs) — the asterisk's basis is that Oct 21 read-back pull. **A live read-back on Oct 27, 2026 could NOT be obtained:** the Resend connector ping and get both returned HTTP 400 "API key is invalid" (the vault key is the revoked one), and `/tmp/.rk` is absent. Delivery therefore rests on the Oct 21 status review's Delivered* claim plus the ledger and canary rows, not on a fresh read-back.
- **Reply status through Oct 27, 2026: NONE FOUND.** Gmail searches "Hebner after:2026/10/1" returned no messages; "Gibson after:2026/10/1" returned only 2 unrelated Oct 22 Preziosi-package messages. The sender sweep `from:windsor.scj@ontario.ca` returned 8 messages total, **the last dated Feb 26, 2026** — no Windsor SCJ reply arrived in the connected Gmail mailbox at all after Feb 26. (Resend-side inbound to oracle@amartie.com is not readable through the Resend helper, which supports only ping/send/get-by-ID.)

### 4C. What followed — nothing in the record

**No registrar's notice after Feb 26 and no Form 2.2D response were found anywhere searched** (Gmail query `"2.2D"` returned no messages; no file named `*2.2D*` exists in the workspace). The Feb 25 notice's 20-day window ran from receipt (Feb 25, 2026) to ~Mar 17, 2026 on the notice's own terms. Whether an order was later made is not shown in any document in the record (consistent with `format_compliance_check_oct20.md` §7, which states the package contains no order itself).

## THREAD 5 — THE "I AM ADVISED" BASIS — HONEST NULL

Carroccia J.'s endorsement (Jan 28, 2026) states: "I am advised that Mr. Longo has no outstanding criminal charges in the Superior Court of Justice in Windsor and is not in custody."

**No document in the record identifies WHO advised her or what record the advice rested on.** Searched: Gmail (connector queries), the preserved `~/workspace/vc_matrix_work/` corpus (all raw `.body.txt` files), the Jan 29 / Feb 5 file-production attachments, and workspace exhibit stores.

- The only records-based statement from the court is Gibson's Jan 15, 2026 staff letter: "From our records, you do not have any criminal matters pending in the Superior Court of Justice at Windsor" — staff speaking of "our records," not an identified adviser or printout.
- The "MCMS" hits in the corpus are all Frank's **own** Jan 7, 2026 mandamus text (MCMS 38, May 22, 2021 disclosure) — not a 2026 check.
- The Jan 29, 2026 18:14 attachments ("currently available materials from Longo's file": `05-CR-573, Francesco LONGO, Consent to Surrender.pdf`, 1,134,923 bytes; `Report of the Judge.pdf`, 639,385; `Order of Committal.pdf`, 676,649) and the Feb 5, 2026 attachments (`05-CR-573 LONGO Additional Documents.pdf`, 9,418,019 bytes) are the **2005 extradition file** only. Gibson's Feb 5 note adds: "There are no other documents in the file."
- No 2026 registry printout, MCMS check, or Crown note appears anywhere searched.

## DEFECTS LIST

### Document facts (from the bytes and the mail record)

1. Both endorsement PDFs are single-generation Word 365 exports by the same MAG staff account ("Sokolowski, Jo-anne (MAG)"), with pasted raster signature images and **no cryptographic signatures**. Their bytes are proven identical from Gmail to preservation.
2. The Form 2.2C package is a RICOH scan dated Feb 25, 2026, emailed by the Registrar's Office the same day, byte-identical to Frank's Drive copy.
3. The scanned endorsement's signature is **the same image** as the emailed endorsement's signature (IoU 0.636 vs ≤0.13 controls). The paper endorsement was printed from the same Word document, signature image and all.
4. The emailed endorsement's **DATE field is blank**, and the registrar's notice (Feb 25, 16:52 stamp) **predates the emailed endorsement PDF's export (Feb 26, 15:50) by ~23 hours**, while stating it was prepared on Hebner's direction with the endorsement attached. The endorsement's own date is fixed by neither file.
5. Frank's February demands were addressed to Carroccia through the office mailbox; **Hebner was never an addressee or Cc**, and **no assignment/referral instrument exists anywhere searched**.
6. **No document identifies who "advised" Carroccia J.** or what record the advice rested on.
7. **No registrar's notice after Feb 26, no Form 2.2D response, and no vexatious-litigant order** exist in the record searched.
8. Frank's Feb 27, 2026 fraud challenge and Oct 20, 2026 authenticity letter both exist and are quoted verbatim above. The Oct 20 letter has **no reply in Gmail through Oct 27, 2026**, and its canary token never triggered.
9. Frank's Feb 27 letter's body attachment list does not match its actual attachments.

### Frank's characterizations (his position, carried as his — not document findings)

- The endorsement is "complete fraud."
- The signature was "photocopied."
- The paper was photocopied and "cut in half."
- Hebner "intercepted" a matter directed to Carroccia, and nobody may respond for Carroccia.
- The paper package's signature is "not genuine" in his assessment.
- The refusal to open a file and let a judge review it proves guilt ("denial by design").

### What the documents do NOT decide

- Whether the pasted signature images were authorized by the named judges.
- Whether the endorsement was ever properly "made" in law.
- Whether any vexatious-litigant order was later made.
- Whose RICOH IM 5000 device produced the Feb 25 scan (the email proves the court sent that exact scan; the device's ownership is not proven by the metadata).
- Whether the October 20 letter was delivered on a fresh read-back (the Oct 21 status review says Delivered*; the ledger audit says no read-back was quoted in the row; a live re-pull was unavailable Oct 27, 2026).

## SECTION 1(2) NOTICE CHECK — APPENDED OCT 27, 2026

**Question put:** Ontario's *Habeas Corpus Act*, R.S.O. 1990, c. H.1, s. 1(2) requires written notice of every habeas application to the Attorney General at least 48 hours before the application is made; the Attorney General is entitled as of right to be heard. Frank states his habeas materials went to the Attorney General multiple times and the AG never answered. This section lists every instance in the record where the Attorney General of Ontario, the Attorney General of Canada / Justice Canada, or a Crown Attorney's office appears as addressee or copy recipient of a habeas instrument; states whether any document mentions the s. 1(2) notice having been given or the AG having been heard; reconciles against the filings audit; and reports the adviser question's state after this search.

**Stores searched:** Gmail (connector — recipient-address sweeps for `AG@ontario.ca`, `attorney.general@ontario.ca`, `attorneygeneral@ontario.ca`, `mag.csd@ontario.ca`, `mag.correspondence@ontario.ca`, `windsor.crown@ontario.ca`, `crown.windsor@ontario.ca`, `VirtualCrownWindsor@ontario.ca`, `mcu@justice.gc.ca`, Dec 1, 2025 – Mar 15, 2026, with header-level verification of every hit), the saved-mail corpus at `~/workspace/email/gmail/`, the `~/workspace/vc_matrix_work/` raw files, `~/workspace/your_files/habeas_chain_reconstruction_oct27.md`, `~/workspace/your_files/no_active_matters_verbatim_oct27.md`, `~/workspace/your_files/filings_audit_oct27.md`, and `~/workspace/your_files/three_denials_review_oct27.md`.

### A. The instances — 8, all header-verified

Every instance below is Frank's own outbound mail (From: flongo11@gmail.com). Dates are EST as recorded in the message headers.

**Distinct addresses reached:** AG Ontario — `AG@ontario.ca` (instances 3, 4, 5, 8), `attorney.general@ontario.ca` (1, 2), `attorneygeneral@ontario.ca` (7, 8), `doug.downey@ontario.ca` (6); Ministry of the Attorney General — `mag.correspondence@ontario.ca` (1, 2), `mag.csd@ontario.ca` (6); Windsor Crown Attorney's office — `windsor.crown@ontario.ca` (1, 2), `crown.windsor@ontario.ca` (1, 2), `virtualCrownWindsor@ontario.ca` (7); AG Canada — `ag@justice.gc.ca` (8 only). **`mcu@justice.gc.ca`: zero messages in the window** (recipient sweep, Dec 1, 2025 – Mar 15, 2026).

**Timing fact, stated without legal gloss:** the earliest AG/Crown copies (instances 1–2) are dated **Dec 26, 2025 — the filing day itself** (the applications are dated Dec 26, 2025). The copies accompanied the instruments; no document in the record shows any notice sent to the Attorney General *before* an application was made, 48 hours or otherwise. No reply from AG Ontario, AG Canada, MAG, or the Windsor Crown office to any of the eight instances appears in Gmail or the saved corpus for the window.

**Verified negatives (habeas instruments with NO AG/Crown recipient):** the Form 14A email, Dec 30, 2025 (`19b70a0ed8678917`, To: windsor.scj@ontario.ca only); the Jan 2, 2026 Emergency Motion to Amend (`19b7f6659d62f924`, To: windsor.scj@ontario.ca only); the Jan 28, 2026 "Response to Rejection" (`19c061473b57b810`, To: Windsor.SCJ@ontario.ca only); the Feb 11, 2026 demand (`19c4df50fc17adef`, To: windsor.scj@ontario.ca only). **Correction to the chain file's shorthand:** the Jan 1, 2026 message under the Form 14A subject (`19b7bb8ba69ec7a5`) was addressed to a private individual (Diane Lech <dlech@sympatico.ca>), not to the court — it is a forward to a third party, not a second court filing.

**Adjacent instruments (not habeas applications; recorded so the distribution pattern is complete):** the Legal Aid Ontario mandamus complex — Jan 6, 2026 (`19b946811caab675`, To includes windsor.crown@ontario.ca and MAG.CSD.CRIMAPPELLATE@ontario.ca) and Jan 7, 2026 (`19b9a315c0ba8d90`, Cc virtualCrownWindsor@ontario.ca, MAG.CSD.CRIMAPPELLATE@ontario.ca; `19b9a3927d2f31c6`, To mag.correspondence@ontario.ca, MAGinfo@ontario.ca, MAG-GeneralInquiries@ontario.ca, virtualCrownWindsor@ontario.ca, mag.minister@ontario.ca); the Rowbotham constitutional application, Jan 8, 2026 (`19b9e6c8c7548cbf`, To mag.correspondence@ontario.ca + five other MAG mailboxes, Cc Virtual Crown Windsor).

**Excluded after classification (recipient-sweep hits that are not habeas instruments):** Feb 12, 2026 police arrest demand (`19c5353249ffe834`); the Feb 4–17, 2026 Virtual Crown messages in Lucy Ceylan's Armin Ceylan matters (not Frank's habeas); Feb 12, 2026 "Arrest of Windsor corrupt officials" (`19c5398d22adc89f`); Mar 4, 2026 victim compensation claim to AG@ontario.ca (`19cba6925e319d9b`); Mar 6–7, 2026 mass international mailings carrying AG addresses among dozens of recipients (`19cc1d8614edf05c`, `19cc3e7a50706587`, `19cc851e7486840f`).

### B. Question (2) — does any document mention the s. 1(2) notice given, or the AG heard? **NO.**

No document in the record — none of the eight inbound Windsor SCJ messages, neither endorsement (Carroccia, Jan 28, 2026; Hebner, Feb 26, 2026), no Crown letter, no acknowledgment — mentions s. 1(2) of the *Habeas Corpus Act*, the 48-hour notice to the Attorney General, or the Attorney General having been heard on any of these applications. The complete list of "Attorney General" appearances in the inbound court material is: (a) the words "Ministry of the Attorney General" in Gibson's signature block; and (b) Gibson's Jan 5, 2026 direction that "[a]ny document filed must also be filed with the Crown Attorney's office" — a direction about Crown filing, not a statement that s. 1(2) notice was given or that the AG was heard. The only *Habeas Corpus Act* deadline language found anywhere in the searched record is **Frank's own**, quoted back to him in the CJC's decision letter (reproduced in `three_denials_review_oct27.md`): his assertion that "A Habeas Corpus Writ was served on 11 February 2026 under section 2 of the Habeas Corpus Act RSO 1990… The statutory three-day custodian-response deadline expired on 14 February 2026 without response" — his words about the SCC-side writ and s. 2 service, not a court statement, and not about s. 1(2). Frank's Dec 26, 2025 application emails likewise contain, in their extracted body text, no reference to s. 1(2), the *Habeas Corpus Act*, or notice.

### C. Question (3) — reconciliation against the filings audit

- **AG Ontario — audit: 3 filings, 0 responses.** The three are all **October 2026** instruments: L-45 (Oct 20, 2026, victim-services demand — not habeas), L-69 (Oct 24, 2026, interim-payment demand in the habeas-default campaign — no habeas application enclosed), C-21 (Oct 25, 2026, Ceylan escalation — not habeas). **None of the three is, or carries, any of the Dec 2025 – Feb 2026 habeas applications.** The audit enumerates filings by primary addressee office; the habeas applications' appearances at AG Ontario addresses were as Cc/To copies on court-directed emails (§A), so they do not appear in the audit as AG-Ontario filings at all. The two records are consistent: the audit's "0 responses" for AG Ontario stands, and the mailbox adds that the AG's offices also received the habeas instruments themselves, by copy, eight times, without a reply in the window.
- **Justice Canada (MCU / AG Canada) — audit: 8 filings, 0 substantive responses.** All eight are **October 2026** instruments (the Fraser demand package — L-64, L-68, L-70 — and the Ceylan escalation — C-17, C-18 — among them). **None carried a Dec 2025 – Feb 2026 habeas application.** L-64 (Oct 24, 2026) is *about* the habeas — a demand letter to the Minister of Justice pleading habeas + default, enclosing SCC acknowledgments — and its only answer was MCU automatic acknowledgments. The one AG-Canada address reached by a habeas-subject message in the Dec–Mar window is `ag@justice.gc.ca`, by Cc on instance 8 (Mar 3, 2026) — not the MCU door, and not one of the audit's eight.

### D. Question (4) — the adviser, after this search

**Nothing new.** This search located no document identifying who advised Carroccia J., and no document identifying any record, printout, or check the advice rested on. The only AG-connected facts this search adds are Frank's own sends (§A) — proof of what he transmitted to the AG's offices, not of anything transmitted to the judge. The state of the question remains the honest null recorded at Thread 5 of this report: the adviser's identity and the advice's source are **not in the record**.

*Section 1(2) Notice Check ends. Records work only — nothing sent.*
