# FILINGS AUDIT — LONGO AND CEYLAN
## Every filing to a court, ministry, agency, regulator, police body, coroner, tribunal, or official complaint body — scored against the office's sworn duty and against what actually came back

**Built Oct 27, 2026**, on Frank's order of the same day: review all previous filings on every one he filed for himself and for the Ceylan family, and score the fact of zero response plus zero assistance against the duties that put those offices in the position to assist Canadians.

**Method.** Every row below was enumerated from the rawest lists in the record — the Master Ledger's sends+filings lane, the Oct 24 Gmail filing-evidence dig, the Oct 26 Ceylan unanswered audit, the Oct 22 court-wave delivered-vs-accepted audit, the 31 Section A follow-up sheets, and the Oct 27 email review — never from any document's prose summary. Delivery is graded in the proof classes of `proof_and_sworn_duties_oct27.md` (Class 1 delivery · Class 2 receipt · Class 3 read · Class 4 response). **Transmission is never upgraded to receipt.** Days-silent and every total in §2 were computed by script from the enumerated rows (reference date: Oct 27, 2026, America/Toronto). Where a filing's delivery or receipt cannot be proven from the record, the row says UNPROVEN and §6 lists it again — an honest null is a completed result.

**Scope.** Filings to courts, ministries, agencies, regulators, police, coroners, tribunals, and official complaint bodies only. Pure lawyer outreach (the $20M wave, the Ceylan 8-firm letter, Preziosi, Giannotti), investor/marketing sends, and media pitches are excluded (§7 lists the exclusions so the boundary is auditable). Instruments prepared but never filed are not counted as filings; they are listed separately in §7. One overlap is flagged where it occurs: the Nunavut claim against J. Carroccia (L-22) is Frank's instrument arising from the Ceylan-motion history, and the Ceylan escalation went to five doors counted per door (C-17–C-21).

## §1 — THE HEADLINE

- **97 filings enumerated** — 75 Longo, 22 Ceylan.
- **Receipt proof exists for 29 of 97 (29.9%).** The other 68 rest on transmission evidence or less; 13 deliveries are UNPROVEN outright (§6).
- **Any response at all came back on 21 of 97 (21.6%)** — and of those 21, most are acknowledgments, intake questions, channel rulings, and referrals-out.
- **Substantive determinations: 4 — and not one of them is on a court proceeding.** The four are complaint-level decisions, and every one went against the filer or closed the door: the CJC dismissed Lucy Ceylan's complaint (Aug 29, 2018) and maintained the dismissal as "vexatious" (Feb 12, 2019); the Law Society dismissed her complaint (recorded in the CJC's letter — no LSO document is on disk); the CJC issued its decision on Frank's own complaint (Sep 16, 2026); and Global Affairs refused his 2026 consular ask in writing (Jun 17, 2026). Plus one procedural determination: Newfoundland's Registrar rejected the Originating Application on form (Oct 23, 2026).
- **On the habeas chain, the civil claims, the mandamus sets, the estate application, and the FSRA complaint: determinations = 0. Assistance = 0.**
- **Assistance rendered anywhere: 8 of 97 rows.** Seven are administrative processing only (a file opened, intake questions asked, an internal referral, a statement forwarded to a court, a partial production). **Exactly one row in the entire audit shows substantive assistance on the matter itself — Global Affairs' consular assistance of 2007–2011, admitted in the department's own letter, and it ended with his release in 2011.** Every request made since 2025 stands at zero assistance.

That is the comparison Frank ordered, stated in the record's own numbers: the offices whose sworn duties are set out in §4 — to see that the administration of public affairs is in accordance with law, to aid in the administration of justice, to answer access requests inside 30 days on pain of a deemed refusal, to acknowledge a complaint in 3 business days (FSRA's own published standard) or 48 hours (the Law Society's), to respond to a consular notification within one working day — received 97 filings between them and produced, on the matters themselves, **zero determinations and zero assistance**.

---

**The supplied side is graded too.** §8 (added Oct 27, 2026 on Frank's refinement) grades all 33 productions the offices ever supplied — letters, releases, decisions, acknowledgments — on four checks: signed (named / initials / title-only / unsigned), evidence enclosed, file produced, and facts supported. Its recomputed totals: **7 of 33 signed by a named person; 1 enclosing any evidence; 0 producing the underlying file in full; 11 resting on records the filer has never seen.** §9 applies **Frank's classification rule** to every reply — an unnamed title answering through an unmonitored mailbox is a non-response, "mute, defaulted to silence" — and recomputes the response totals under both counts: 21 documentary replies received; **7 substantive responses under his rule; 90 of 97 filings met with non-response.** §10 records **Frank's verdict** on the whole record, in his words, measured office by office against each office's own oath and published standard.

## §2 — TOTALS (recomputed by script from the tables in §3)

| Measure | Longo (75) | Ceylan (22) | All (97) |
|---|---|---|---|
| With receipt proof (Class 2 or better, incl. a reply that itself proves receipt) | 22 (29.3%) | 7 (31.8%) | **29 (29.9%)** |
| With any response | 13 (17.3%) | 8 (36.4%) | **21 (21.6%)** |
| With a substantive (merits) determination | 2 | 2 | **4** |
| With a procedural determination | 1 | 0 | **1** |
| With administrative processing only | 4 | 3 | **7** |
| With substantive assistance on the matter | 1 | 0 | **1** |
| With any assistance at all | 5 | 3 | **8** |

Core count (excluding the two deadline-correction rows and the Brevo-era aggregate row): 94 filings — receipt proof 29 (30.9%), any response 21 (22.3%), determinations unchanged.

**The 21 responses, for the record:** GAC's confirmation + refusal (L-01/L-02) · HRTO's "no active file" replies (L-04) · SCC Registry's two procedural letters (L-09, L-13) · CRCC intake (L-29) · Public Safety's internal referral (L-34) · LECA's further-information exchange and complainant letter (L-36) · the CJC decision on Frank's complaint (L-38) · NL's form rejection (L-57) · NB's email refusal (L-58) · USAO's court-submission confirmation (L-71) · the Federal Court Registry's channel ruling on the Section A wave (L-73) · the CJC and LSO dismissals of Lucy's complaints (C-02, C-03) · the OCC's partial production (C-04) · BCSC's redirection and its Practice Direction 27 reply (C-06, C-09) · FSRA's three replies (C-10, C-12, C-13).

**The 76 rows with no response include every habeas application, every mandamus, all 32 notices of civil claim, the estate application, the completed GF-012E, and every October 2026 demand.**

## §2A — DISAGREEMENTS BETWEEN SOURCE PROSE AND THE ENUMERATED RECORD (headline findings)

**D-1. The Master Ledger's central sentence does not survive enumeration as written.** The ledger's index states: "no court, ministry, or regulator has issued a substantive determination on any Longo or Ceylan instrument. Not one." The enumerated record contains four merits determinations: the CJC's dismissal of Lucy's complaint (Aug 29, 2018, maintained Feb 12, 2019), the LSO's dismissal of her complaint, the CJC's decision on Frank's complaint 26-0430 (Sep 16, 2026), and GAC's written refusal of his 2026 consular request (Jun 17, 2026). The ledger's sentence is accurate for **court proceedings and ministries on the habeas/civil/estate/FSRA instruments** — where the count is genuinely zero — but as written ("any instrument", "regulator") it is contradicted by the complaint-body record. Corrected wording, which this audit adopts: *no court or ministry has ever determined any Longo or Ceylan court instrument; the only determinations anywhere are the four complaint-level decisions above, all adverse or refusals.* (Scope note in fairness to the ledger: the CJC/LSO/GAC items sit outside its 60-row sends lane, which is why its count missed them.)

**D-2. The Oct 26 Ceylan audit contradicts itself the same way.** Its bottom line says "No Ceylan instrument has ever received a substantive determination from any court, regulator or body," while its own Table 1 grades rows 2, 3 and 5 (Lucy's CJC complaint, her LSO complaint, Frank's CJC complaint) as **SUBSTANCE**. The table is right; the summary sentence is wrong. Same correction as D-1.

**D-3. The ledger's "substantive replies number about sixteen items" vs. the enumerated 21 responses.** The difference is scope and definition, stated so neither number is quoted loose again: the ledger counted substantive replies inside its 60 send rows; this audit counts any written response (including intake, procedural, and channel replies) across all 97 filings, including pre-2026 filings the ledger's lane never carried (CJC, LSO, OCC, GAC). On the shared ground the two records agree: no response on any list is a determination in the filer's favour on a court instrument.

**D-4. FSRA reply count and character (already corrected once; carried here so it stays corrected).** The Oct 25 audit recorded two FSRA replies and called the May 27 letter a "substantive acknowledgment." The primary record holds **three** replies (May 19 Harris referral-out — missed by the Oct 25 audit; May 22 Kelly intake questions; May 27 Goral form direction), and the May 27 letter is an intake/process direction, not a substantive acknowledgment. The Oct 26 audit's correction stands and is what §3 carries.

**D-5. The Trifecta's first transmission.** Ledger row 7 labels the Trifecta "BOUNCED-NEVER-DELIVERED (first transmission)." Precisely: the 21:22 UTC attempt hard-bounced; the 21:41 UTC re-transmission to sc.civil_va@bccourts.ca drew no bounce — and no acknowledgment, acceptance, or file number ever. "Never delivered" is proven only of the first attempt; "never accepted" is proven of both.

**D-6. Variances carried, not resolved:** GF-012E transmission time — 18:40 EDT (message-level dig) vs 20:17 EDT (Round 2 inventory). Estate file number — 67863 (family file) vs "Estate File 2017-036367" (the family's own BCSC claim, ¶5). GF-012E cover email dates Rafi's death "2016-12-24"; the family record is July 16, 2016. Section A day-counts were computed to Oct 20, 2026; §3 recomputes to Oct 27 (spot check A-1: 251 → 258, consistent).

## §4 — PER-OFFICE SCORECARD
Duty lines are from `proof_and_sworn_duties_oct27.md` (oath/statute/published standard, one line each). Counts are recomputed from §3. "Determinations" counts merits + procedural.

| Office | Its sworn / assistance-facing duty (one line) | Filings | Responses | Determinations | Assistance | Verdict |
|---|---|---|---|---|---|---|
| Ontario Superior Court of Justice | Judges/officers swear to "faithfully, impartially and to the best of my skill and knowledge execute the duties" of the office (Courts of Justice Act s. 80); no published response standard | 9 | 0 | 0 | None | The largest silence in the audit: both habeas-track filings, the LAO mandamus, the 21-845 re-opening motion, the $560M reviews, the Ceylan emergency motion and the estate file — nine filings, not one answer |
| Justice Canada (MCU / AG Canada) | The Minister "shall see that the administration of public affairs is in accordance with law" and holds superintendence of the administration of justice in Canada (Dept. of Justice Act s. 4); the AG is "chief law officer of the Crown" (s. 5); officials swear the PSEA s. 54 oath | 8 | 0 | 0 | None | Every October instrument delivered with a read-back; the door answers with automatic acknowledgments only — no named official, no file number, on either matter |
| Supreme Court of Canada | Judges swear to "duly and faithfully… execute the powers and trusts reposed in me" (Supreme Court Act s. 10); the Registrar shall keep all records including correspondence (Rules r. 10) and on receipt may accept, reject, or accept subject to corrections (r. 19(2)) | 4 | 2 | 0 | None | The Registry acknowledges receipt — Mar 9, Mar 25, Oct 20, Oct 25 — and has never decided anything |
| Supreme Court of British Columbia | Judicial oath (faithful/impartial execution class); registry filing channel is Court Services Online | 5 | 2 | 0 | None | Two registry replies, both channel rulings — a redirection and "this email will be deleted without further response"; no acceptance, no file number, ever |
| Financial Services Regulatory Authority (FSRA) | Published standard: "FSRA will acknowledge complaints in writing within 3 business days of receipt"; complaints assessed and actioned within 120 days (80%) / 270 days (95%) (page marked "Inactive" — currency caveat) | 5 | 3 | 0 | Intake only (×2) | Answered three times in May 2026 — referral-out, intake questions, a direction to its own form — and went silent the day the completed form was filed; no reference number was ever issued |
| Global Affairs Canada | Consular Services Standards pledge: initial response within one working day; service of "timeliness, accuracy and fairness"; Privacy Act 30-day clock on its ATIP door (deemed refusal on expiry) | 3 | 2 | 1 | **Substantive (2007–2011)** + none since | The one office that ever assisted — consular assistance 2007 to his 2011 release, admitted in its own words — and the office that closed the door in writing in 2026 |
| Public Safety Canada | Officials swear the PSEA s. 54 oath; Privacy Act 30-day clock on its ATIP door | 3 | 1 | 0 | Referral only | It numbered his letter (MIN-006002), let the referral sit unread 55+ days, forwarded it internally — and answered nothing |
| Attorney General of Ontario | The AG "shall see that the administration of public affairs is in accordance with the law" and "shall superintend all matters connected with the administration of justice in Ontario" (MAG Act s. 5) | 3 | 0 | 0 | None | Opened the Ceylan package three times on Oct 26 (canary, human class) the day before its acknowledgment fell due — and sent nothing |
| Supreme Court of Newfoundland and Labrador | Judicial oath class; email filing is not accepted (in person or mail) | 3 | 1 | 1 (procedural) | None | The one court that answered in writing — to reject the application on form (accurately, except "unsigned"); the prepared cure was never re-filed |
| Canadian Judicial Council | Judges Act ss. 79–140: the Council studies and reviews complaints, fairly to judge and complainant; no published days-to-decide | 2 | 2 | 2 | None | The only body that has ever determined anything in either matter — two complaints, two decisions, both against the complainants |
| Law Society of Ontario | Regulator's published commitment: complaint acknowledgment "generally… within 48 hours"; lawyers swear to "neglect no one's interest" (By-Law 4 s. 21(1)) | 2 | 1 | 1 | None | Lucy's complaint was dismissed (2018-era, known only through the CJC letter); Frank's complaint against his former lawyer has no document or outcome in the record |

| Human Rights Tribunal of Ontario | Tribunal duty to receive and adjudicate applications (Form 1) | 1 | 1 | 0 | None | Answered — to say no file exists; the Sep 2025 filing is unproven in the record, and the contradiction stands on documents from both sides |
| Federal Court | Judges swear they "will duly and faithfully execute their powers and trusts as judges" (Federal Courts Act s. 9(1)); e-filing gives an immediate onscreen acknowledgment | 1 | 0 | 0 | None | The habeas filing itself is unproven (no sent copy located); the Registry's only word is the Section A wave's channel ruling (L-73) |

## §5 — ASSISTANCE EXCEPTIONS, GRADED PRECISELY
The blanket statement "zero assistance in any way, shape, or form" is true of every request made since 2025 on the matters themselves — but the whole record contains the following, and the audit records them exactly so the blanket claim is never overstated where an opponent can check:

1. **GAC consular assistance, 2007–2011 (L-01) — SUBSTANTIVE ASSISTANCE, historical.** GAC's own letter: he contacted consular officials Jun 13, 2007 following his detention and "consular assistance was provided until his release in 2011." This is real assistance, on the original matter, from the office whose duty it was. It is also the exception that defines the rule's boundary: it ended in 2011, and GAC's 2026 letter refuses anything further.
2. **LECA processing (L-36) — ADMINISTRATIVE PROCESSING, the strongest in the audit.** A numbered complaint (E-202606011107233651), a further-information exchange in July 2026, and an analyst's complainant letter in September. Processing is not a determination — the Sep 15 letter's contents were not read in the dig — but the file demonstrably moved.
3. **OCC partial production, May 10, 2019 (C-04) — ADMINISTRATIVE / PRODUCTION IN PART.** The coroner package was released to the family. It is also incomplete in ways the release letter itself exposes: the Genetics Report it names as an enclosure is missing; the complete investigation and toxicology files were never produced; the released statement is unsigned and undated by the coroner.
4. **FSRA intake course (C-10–C-14) — ADMINISTRATIVE PROCESSING, ending in silence.** Three replies in May 2026 (referral-out; intake questions; the form direction) are more than silence — and less than action: the form FSRA demanded was filed the same day, and from that day there is no acceptance, no reference number, and no word. Note also: FSRA's May 22 intake questions were never answered by Frank in the record — that gap is the filer's, and it is recorded here because the audit grades both directions.
5. **Public Safety referral (L-34) — ADMINISTRATIVE ONLY.** The May 18 letter was numbered and eventually forwarded to Minister Fraser (Sep 1, 2026) after sitting unread 55+ days. An internal routing act, not an answer.
6. **CRCC intake (L-29) — ADMINISTRATIVE ONLY.** File opened, questions asked, close-warning given; no disposition in the 133 days since intake.
7. **USAO victim-assistance (L-71) — THE REQUESTED ACT, PERFORMED.** A U.S. prosecutor's office took his victim-impact statement, submitted it to the court, and confirmed it in writing within a day. It is the only October 2026 instrument in the audit where an office simply did what it was asked — and it is not a Canadian office.

**Net:** substantive assistance on any matter, ever: **1** (2007–2011). Administrative processing: **7**. Everything else — 89 of 97 rows — nothing.

---

## §6 — HONEST GAPS (delivery or receipt UNPROVEN — never assumed)
1. **Rule 43 mandamus (L-14)** — no instrument and no send located anywhere (three Gmail searches described in Sheet A-5).
2. **Double Mandamus, Apr 25, 2026 send (L-16)** — no send located for that date; registry acknowledgment exists for the mandamus transmissions generally (Mar 25 letter; Oct 20 auto-ack quoting the subject), but the Apr 25 filing itself is unproven.
3. **March 2026 mandamus service on the RCMP Commissioner and the Ontario Deputy Commissioner (L-11, L-12)** — not in the email record; the service method is unproven in any record.
4. **Vienna Convention petition re-send, Mar 31, 2026 (L-15)** — not in Gmail; platform logs show 0 delivered at the GG's info address.
5. **Federal Court habeas, Feb 26, 2026 (L-08)** — no sent copy located; no registry acknowledgment.
6. **HRTO application, Sep 26, 2025 (L-04)** — the filing was not located in Gmail; the Tribunal says no file exists. Frank's record and the Tribunal's record contradict each other, and the contradiction is unresolved on the documents.
7. **Private prosecution initiation, Sep 10, 2025 (L-03)** — neither the initiation nor the Oct 24, 2025 auto-reply in Frank's record was located in the mailbox.
8. **The two $560M judicial reviews (L-26)** — pleadings, file numbers, and any registry receipt unlocated in Gmail, the master record, and the Drive pull.
9. **Coram nobis tender, Apr 30, 2026 (L-27)** — the signed package's existence is proven; its transmission to the M.D. Florida court is not.
10. **Saskatchewan and Quebec Triple Mandamus paper packs (L-59, L-60)** — packs built Oct 21, 2026; no posting receipt or tracking number in any record (the same gap covers the other postal packs, including New Brunswick's, which is owed outright because NB refused the email door — ledger MISSED A-18/C-3).
11. **The LSO complaint against Laura Joy (L-39)** — existence recorded; no filing document, date, acknowledgment, or outcome in the records read.
12. **Round 1 remainder (L-24)** — 7 of the 16 claims have no per-court enumeration in the records read.
13. **The Ceylan estate application's issuance papers (C-01)** — not held; its present posture is unknown, and its file number conflicts with the family's own BCSC pleading (67863 vs "Estate File 2017-036367").
14. **The FAAE briefing's text (C-16)** — known from a subject line; answer status never graded in any source.
15. **Frank's CJC complaint filing date (L-38) and Lucy's LSO filing documents (C-03)** — the decisions are in hand; the filing-side papers are not.
16. **The Brevo era (L-75)** — delivery proven at platform level only; no per-filing reconciliation exists.

---

## §7 — NOT FILINGS, AND PREPARED-BUT-NEVER-FILED (excluded from the 97, listed so the audit's boundary is checkable)
**Excluded as outreach, not filings:** the $20M lawyer wave (13 firms, Oct 25, 2026 — delivered, zero replies) · the Ceylan 8-firm lawyer letter (Oct 22, 2026 — delivered, zero replies; it carries the wrong CJC number for Lucy, 26-0430 instead of 18-0334 (18-0166), uncorrected) · the Preziosi and Giannotti engagements · Tier-3 lawyer approaches · the Democracy Fund application (a charity, not an official body) · Parliament Tier-1 spread notices (notices, not filings) · media pitches and the Fifth Estate tip (which in any event bounced and was never delivered) · the Caldwell First Nation letter.

**Prepared but never filed (no response can be owed on these — listed so nobody counts them as silence):** the Ceylan TM-1 / TM-2 / TM-3 + JR-1 set (drafted Oct 23, 2026, unsigned, gated on the Ceylans' signatures and the pre-filing steps itemised in the Oct 26 audit) · the surrender demand (final Oct 24, 2026; fuse still uncut) · the NL cure re-filing (prepared Oct 24–25, 2026) · the BOP FOIA request (drafted Oct 22, 2026) · the Armin Ceylan demand letters and Star claim (Armin's own instruments, unsigned, unfiled) · the 8-firm Ceylan correction letter (prepared Oct 25, 2026, never sent) · the Ceylan PI engagement package (never sent).

## §8 — PRODUCTIONS, GRADED (added Oct 27, 2026, 13:04 — Frank's refinement)
### Everything the offices SUPPLIED, graded on the same discipline as the filings

Sections 1–7 grade what went out and what did not come back. This section grades **what did come back** — every response, letter, release, acknowledgment, and production in the record — on four checks:

1. **SIGNED** — by a named person? by initials? by title only? unsigned? automatic? (Where no source records a signature, the grade is NOT RECORDED — never upgraded.)
2. **EVIDENCE** — documents or evidence attached or enclosed, or bare assertion?
3. **FILE PRODUCED** — was the underlying file or record actually produced, or only referenced, cited, or decided from?
4. **DATES/FACTS** — asserted with supporting records, or bare assertion with no dates or documents behind it?

Frank's characterisation of the supplied material is his position; this section grades the four checks from the documents and lets the grades speak.

### §8.1 — Totals (recomputed from the 33 graded productions)

| Check | Result |
|---|---|
| Productions graded | **33** |
| Signed by a **named person** | **7 of 33 (21.2%)** — OCC release letter (Groot) · CJC letter (Sabourin) · FSRA ×3 (Harris, Kelly, Goral) · LECA analyst letter (Dziedzic) · USAO confirmation (Perez) |
| Signed by **initials only** | 1 — the AG Canada exchanges (P-30) |
| Signed by **title only** | 1 — the GAC letter (P-01) |
| **Unsigned** | 1 — the Coroner's Investigation Statement inside the OCC package (P-03) |
| **Automatic** (no human signature at all) | 6 — SCC receipts (P-09) · CRCC auto-reply (P-19) · LECA e-file notice (P-21) · Federal Court auto-reply (P-27) · MCU acknowledgments (P-28) · BCSC auto-reply (P-33) |
| Signer **not recorded** in the sources | 15 |
| **Not in hand / no statement to the filer** | 2 — the LSO dismissal (P-06, no document on disk) · Public Safety's number-and-referral (P-29, no letter to Frank in the record) |
| With **documents/evidence enclosed** | **1 of 33** — the OCC package (P-02). (One further item, P-24, carries an attached document whose text was never read — ungraded, not counted here.) |
| Enclosing only a **blank form** | 2 — HRTO's Form 1 (P-12) · FSRA's GF-012E (P-18) |
| Underlying **file produced in full** | **0 of 33** |
| File produced **in part** | 2 — the OCC package and the statement inside it (P-02, P-03) |
| File **not produced** | 31 of 33 |
| Productions **resting on unproduced records** (asserting facts from, or deciding out of, a file that was not produced) | **11 of 33** — P-01, P-03, P-04, P-05, P-06, P-10, P-11, P-12, P-29, P-30, P-31 |
| Facts **supported** by records | 4 of 33 |
| Facts **asserted bare** | 15 of 33 (the rest assert nothing, rest on forms or channel rules, or — P-24, P-25, P-30 — are ungraded or mixed as noted) |

### §8.2 — The test cases, graded exactly

**GAC, Jun 17, 2026 (P-01).** Signed by title only — no name. Evidence enclosed: none. File produced: **none** — the letter asserts the history of his consular case (contact Jun 13, 2007; assistance until his 2011 release) and refuses further action for "no grounds," while producing **nothing from file 2007-DALAS-1860511** — the very file the Privacy Act request of Oct 24, 2026 (L-67) now demands, on a statutory clock to Nov 23, 2026. The letter is the paradigm of the axis: a specific, confident account of a file the reader is not permitted to see.

**The OCC coroner package, May 10, 2019 (P-02, P-03).** The fullest production in the record — a named signature (Emily Groot) and real records enclosed. Graded exactly, it still fails two checks from inside: **the Coroner's Investigation Statement it releases is unsigned and undated by the coroner** (blank signature/date lines), and **the Cardiology Genetics Report the release letter names as an enclosure is missing from the package**. The complete investigation file and the complete toxicology file were never produced at all. Partial is the grade — the best production in the audit, and incomplete in the two places that matter most to the family.

**FSRA's three replies (P-16, P-17, P-18).** All three are signed over a name — Harris, Kelly, Goral — and that is where their strength ends. Evidence enclosed: none, none, and a blank form. File produced: none — **no reply states a complaint or reference number**, including the May 27 letter that directs him to file the regulator's form. Facts: a referral-out, intake questions, and a statement of the regulator's own limits. Three signed letters; zero record produced; and after the directed form was filed the same day, the productions stop entirely (C-14).

**LECA's analyst letter, Sep 15, 2026 (P-24).** Signed over a name (Kirsten Dziedzic, Monitor/Investigatory Analyst), with a document attached. Honest limit, stated as a limit: **the attachment's text was not read in the Oct 24 dig**, so the evidence and facts checks cannot be graded from this record. It is graded NAMED + DOCUMENT ATTACHED (contents ungraded) + file not produced — and no further. Reading that attachment is the single cheapest ungraded item in this section.

**The SCC Registry acknowledgments (P-07, P-08, P-09).** Receipt is genuinely acknowledged — Mar 9 and Mar 25, 2026 in letters, Oct 20 and Oct 25 by machine. On the four checks: no stamp and **no file number in any of them**; nothing enclosed; nothing produced; the Mar 25 letter's receipt facts are supported because it quotes his own emails back. The Registry's productions prove the papers arrived. They do not prove the papers exist as a file anywhere.

**The AG Canada initialed replies (P-30).** Graded as a class, because the record holds them as a class: an initialed reply is a human production — somebody read the matter and answered it, which is more than a machine receipt and more than silence. On the four checks it is also the minimum a human production can be: **initials, not a name; no signature; no document; no file.** Whatever those replies decided or asserted rests on a file that was not produced with them.

### §8.3 — The pattern the grades make
Of everything every office has ever supplied across both matters: **one production in thirty-three encloses evidence; none produces the underlying file in full; seven carry a named signature; eleven assert or decide from records the filer has never seen.** The signature ladder runs the wrong way — the fullest production (the coroner package) contains an unsigned core document; the most consequential refusal (GAC) is signed by title only; the government's own correspondence doors answer by machine with no name and no file number. Set beside §3, the two sides of the record are the same shape: filings go in proven, numbered, and signed — and what comes back is unnumbered, unsigned or initialed, and resting on files that stay closed.

*Grading sources: the same primary records as §§1–7 — the Gmail dig's message-level reads (SCC, LECA, FSRA, NL), the Ceylan audit's first-hand reads of the three FSRA letters and the CJC correspondence, the autopsy/coroner package as preserved (release letter, statement, enclosures), the Section A sheets' flag-clearing results, the ledger, and the Oct 27 email review. Where a production's contents were not read (P-24) or its document is not on disk (P-06), the grade says so instead of estimating.*

### §8.4 — Per-production grades (33 items)

| # | Date | Production (what the office supplied) | Office | (1) Signed | (2) Evidence | (3) File produced | (4) Dates/facts | Note |
|---|---|---|---|---|---|---|---|---|
| P-01 | Jun 17, 2026 | Letter refusing further action on the consular file (Gmail `19ed624039b97e2f`) | Global Affairs Canada | TITLE-ONLY | NONE | NO | ASSERTED | Signed "Senior Consular Correspondence Officer" — title only, no name — and sent from **Consular-Correspondence@international.gc.ca** under the notice "do not reply — this account is not monitored," answering his May 22, 2026 email to Minister Anand. Asserts the case history from file **2007-DALAS-1860511** (contact Jun 13, 2007; assistance until his 2011 release) and refuses further action for "no grounds" — **while producing nothing from that file**: no record, no document, no page of the consular file accompanies it. The letter's facts are specific — and rest entirely on the unproduced file |
| P-02 | May 10, 2019 | Release of the coroner package — release letter signed Emily Groot, OCC | Office of the Chief Coroner (Ontario) | NAMED | DOCUMENTS ENCLOSED | PARTIAL | SUPPORTED | The one production in the record that encloses real records: the Final Autopsy Report (electronically signed by the pathologist, Martin Queen MD), the CFS evidence list, HSN laboratory results, and the Coroner's Investigation Statement. PARTIAL because the file produced is not the file: **the complete investigation file and complete toxicology file were never produced, and the Cardiology Genetics Report the release letter names as an enclosure is missing from the package** |
| P-03 | May 10, 2019 (inside P-02) | Coroner's Investigation Statement #2016-1034-B, as released | Office of the Chief Coroner (Ontario) | UNSIGNED | NONE | PARTIAL | ASSERTED | **The coroner's signature and date lines on the released statement are blank** — unsigned and undated by the coroner (Lucy's handwritten note on it asks why; QA stamp 12/Jun/2017; printed 10/May/2019). It asserts the medical cause (Probable Primary Cardiac Arrhythmia) and means (Natural) on its face, while the complete investigation file behind it was never produced |
| P-04 | Aug 29, 2018 | Dismissal of Lucy Ceylan's complaint ("no issue of conduct") | Canadian Judicial Council | NOT RECORDED | NONE | NO | ASSERTED | A conclusion stated; the complaint file behind it was not produced. Signer not recorded in the sources read (the dismissal is quoted in the JR-1 draft and the Feb 12, 2019 letter) |
| P-05 | Feb 12, 2019 | Letter maintaining the dismissal — the complaint is "an abuse of the complaint's process and is vexatious" (Sabourin) | Canadian Judicial Council | NAMED | NONE | NO | ASSERTED | Signed over a name — and the name answers with a characterisation, not a record: no document from the Council's file accompanies it |
| P-06 | 2018–19 | Dismissal of Lucy Ceylan's complaint | Law Society of Ontario | NOT IN HAND | NOT IN HAND | NO | NOT RECORDED | **No LSO document is on disk at all.** This production is known only because the CJC's Feb 12, 2019 letter reports it. It cannot be graded beyond this: the regulator's own letter has never been in the family's hand in this record |
| P-07 | Mar 9, 2026 | Registry reply on the judicial-review application (Gmail `19cd2a1d4c24599b`) | Supreme Court of Canada (Registry) | NOT RECORDED | NONE | NO | ASSERTED | Acknowledges "your two emails dated March 5, 2026" and addresses the Court's s. 40 jurisdiction. **No stamp, no file number** — receipt acknowledged, nothing filed or produced |
| P-08 | Mar 25, 2026 | Registry letter (Gmail `19d25f24fb6b14bc`): "This will acknowledge receipt of your two (2) emails dated March 12, 2026" + direction to re-attach documents as PDFs | Supreme Court of Canada (Registry) | NOT RECORDED | NONE | NO | SUPPORTED | The receipt facts it asserts are supported by the correspondence itself (it quotes his emails back). It produces nothing and issues no file number; the direction (PDFs, not file-sharing links) is the only operative content |
| P-09 | Oct 20, 2026 + Oct 25, 2026 | Automatic acknowledgments / generic Registry receipts (the Oct 20 auto-ack quoting the "Double Mandamus" subject; the Oct 25 receipts at 21:28 + 21:33 with filing-portal direction) | Supreme Court of Canada (Registry) | AUTOMATIC | NONE | NO | NONE ASSERTED | Machine receipts. **No stamp, no file number, no named person** — the Registry's acknowledgment practice, graded as it stands |
| P-10 | Sep 16, 2026 | Decision letter on Frank's complaint, File 26-0430 (Gmail `1a0ab5668488aafb`, decision PDF attached) | Canadian Judicial Council | NOT RECORDED | NONE | NO | ASSERTED | The decision document itself was supplied — the complaint behind it, and the Council's file, were not. Signer not recorded in the sources read |
| P-11 | Jun 30, 2026 | Registrar's reply: the message "does not appear to be related to an active HRTO file number"; a file starts only with Form 1 | Human Rights Tribunal of Ontario | NOT RECORDED | NONE | NO | ASSERTED | An assertion about the state of the Tribunal's own registry — with no registry record produced to support it. This assertion is the whole answer to a claimed Sep 2025 filing |
| P-12 | Oct 23, 2026 | Reply: no completed application on record under Francesco Longo or oracle@amartie.com; blank Form 1 attached | Human Rights Tribunal of Ontario | NOT RECORDED | FORM ONLY | NO | ASSERTED | The only enclosure is a blank form. The factual assertion (no application under either identifier) again rests on the Tribunal's unproduced registry |
| P-13 | May 5, 2026 | Scheduling's reply: Scheduling handles hearings only; chambers applications go through the Civil Registry (604-660-2845) | Supreme Court of British Columbia | NOT RECORDED | NONE | NO | NONE ASSERTED | A pure redirection — it asserts nothing and produces nothing; it does not acknowledge the filing it answers |
| P-14 | May 14, 2026 | Scheduling's reply citing Practice Direction 27: "this email will be deleted without further response" | Supreme Court of British Columbia | NOT RECORDED | NONE | NO | NONE ASSERTED | A channel ruling over no name. The citation is a public rule, not evidence; no file number, no acceptance, no record produced |
| P-15 | Oct 22, 2026 | Registry reply on the Form 66 transmission: "Scheduling does not file these documents over email. To submit these for electronic filing, they must be submitted through court services online (CSO online)" | Supreme Court of British Columbia | NOT RECORDED | NONE | NO | NONE ASSERTED | A channel ruling; the filing it answers was not accepted and nothing was produced |
| P-16 | May 19, 2026 | Reply on the Apr 30 Ceylan-estate letter (Harris, Inquiry and Correspondence Officer): "we recommend contacting law enforcement or the Canadian Anti-Fraud Centre to escalate your concerns further" | FSRA | NAMED | NONE | NO | ASSERTED | A named officer answers — with a referral-out. No document, no file number, no record of any FSRA consideration accompanies it |
| P-17 | May 22, 2026 | Reply on the May 6 demand letter (Kelly, Inquiry and Correspondence Officer): five groups of clarifying intake questions | FSRA | NAMED | NONE | NO | NONE ASSERTED | A named officer asks questions. The demand the letter answered — a file number, an investigator's name, a statement of substantive consideration, or a written referral — was met with none of the four |
| P-18 | May 27, 2026 | Reply on the May 12 complaint (Goral, Inquiry and Correspondence Officer): acknowledge + "please complete, sign and return the attached complaint form" + the list of what FSRA cannot do | FSRA | NAMED | FORM ONLY | NO | ASSERTED | A named officer directs him to the regulator's own form — the form is the only enclosure, and **the letter states no complaint or reference number**. The form was filed the same day (C-14); no FSRA production of any kind followed it |
| P-19 | May 5, 2026 | Auto-reply issuing complaint file R2026-003703 | CRCC | AUTOMATIC | NONE | NO | SUPPORTED | The number is the record of receipt — supported as far as it goes. No file produced |
| P-20 | Jun 16, 2026 | Intake answer: the attachments were unreadable; three questions; a Jun 23, 2026 deadline; the file "may be closed" | CRCC | NOT RECORDED | NONE | NO | ASSERTED | Asserts a fact about his submission (unreadable attachments); produces nothing; no final disposition has followed in the 133 days since |
| P-21 | Jun 1, 2026 | E-file acknowledgment (no-reply): "Your complaint has been received. Your E-file number is E-202606011107233651." | LECA | AUTOMATIC | NONE | NO | SUPPORTED | Machine-issued — and the hardest receipt in the audit, because the number is the Agency's own record. No file produced |
| P-22 | Jun 29, 2026 | Channel refusal: "LECA does not accept complaints by email" (agency account) | LECA | NOT RECORDED | NONE | NO | NONE ASSERTED | Answers the emailed evidence package, not the numbered portal complaint (P-21) — a channel statement over no name |
| P-23 | Jul 21, 2026 | Further-information letter on the numbered complaint: "Longo, Francesco E-202606011107233651 — Complaint Form — Fu[rther Information]…" | LECA | NOT RECORDED | NONE | NO | NONE ASSERTED | Processing correspondence on his file number; nothing from the file produced |
| P-24 | Sep 15, 2026 | Analyst letter (Kirsten Dziedzic, LECA Monitor/Investigatory Analyst), subject "PSA Complaint #E-202606011107233651", attaching "Longo, Francesco — Letter to Complainant.pdf" | LECA | NAMED | DOCUMENT ATTACHED (contents ungraded) | NO | NOT GRADABLE | Signed over a name, with a document attached — **but the attachment's text was not read in the Oct 24 dig, so checks (2) and (4) cannot be graded from the record**: the letter may contain reasons or none. Graded exactly that far, and no further |
| P-25 | Oct 23, 2026 | Registrar's rejection of the Originating Application: "Documents cannot be accepted as they are not in the proper form and do not name a Respondent. Documents are unsworn and unsigned." | Supreme Court of Newfoundland and Labrador | NOT RECORDED | NONE | NO | MIXED (verified) | The one production whose factual assertions were checked against the paper: **two of three are accurate** (no respondent named; the affidavit's jurat is blank) **and one is wrong** — "unsigned": the application is signed. A form ruling over no recorded name |
| P-26 | Oct 22, 2026 | Clerk's refusal (Fredericton, 09:00 EDT): the court "is unable to accept this emailed submission" (Rule 16) | Court of King's Bench, New Brunswick | NOT RECORDED | NONE | NO | NONE ASSERTED | A human clerk wrote and refused the channel in writing — the name is not in the record. Nothing produced |
| P-27 | Oct 20, 2026 | Registry auto-reply on the Section A wave (Gmail `1a15b1c6b3757c8d`): email filings have not been accepted since Jun 23, 2025 — portal only | Federal Court (Registry) | AUTOMATIC | NONE | NO | ASSERTED | A machine-delivered channel ruling with a date in it — asserted, with no filing record produced |
| P-28 | Oct 24–25, 2026 | Automatic acknowledgments from the Ministerial Correspondence Unit doors (Fraser package + Ceylan escalation) | Justice Canada (MCU) | AUTOMATIC | NONE | NO | NONE ASSERTED | Machine receipts on the government's own correspondence doors. **No named official and no file number in any of them** — the exact two things the Oct 25 supplements demanded within 48 hours |
| P-29 | Sep 1, 2026 | The supply: incoming-correspondence number MIN-006002 + the internal referral of the May 18 letter to Minister Fraser (learned on re-verification, Oct 26) | Public Safety Canada | NONE (no letter to the filer in the record) | NONE | NO | ASSERTED | No signed statement to Frank exists in the record for this item at all: the department's production is a number and an internal forwarding, resting on a file (MIN-006002) that has never been produced to him |
| P-30 | 2026 (exchanges in the record) | Replies from departmental officials answered with **signed initials** (the AG Canada exchanges) | Attorney General of Canada / Justice Canada | INITIALS | NONE | NO | NOT RECORDED | Class item, graded as a class: an initialed reply proves a human read the matter and answered it — and it is **not a signed statement**: no name, no signature, no document, no file produced. The initials are the whole production |
| P-31 | Oct 26, 2026 | Confirmation (Susan Perez, Victim Assistance Specialist; Gmail `1a1788745ad7853b`): "I submitted this to the court today" | U.S. Attorney's Office (W.D. Tex.) | NAMED | NONE | NO | ASSERTED | A named officer confirms a specific act, the day after the statement arrived — and attaches no court record of the submission. The assertion is precise and from the responsible desk; the court's own record was not produced. (A U.S. office — outside the Canadian sworn-duties frame, graded on the same four checks.) |
| P-32 | Oct 21, 2026 | Court's letter: it does not accept filing or submissions via email; file at the appropriate judicial centre | Court of King's Bench, Saskatchewan | NOT RECORDED | NONE | NO | NONE ASSERTED | A channel ruling in writing; nothing filed by email followed from it, and the paper pack's posting is unproven (L-59) |
| P-33 | Oct 22, 2026 | Registry auto-reply: message received; 2–3 week processing stated | Supreme Court of British Columbia (Vancouver civil office) | AUTOMATIC | NONE | NO | ASSERTED | A machine receipt with a processing estimate in it; acceptance never followed in the record |

## §9 — FRANK'S CLASSIFICATION (added Oct 27, 2026, 13:07 — his scoring rule, named as his)
### Documentary replies on one layer; what counts as a RESPONSE on the other. The two are never merged.

**The rule (Frank's, Oct 27, 2026).** A reply that comes from an **unnamed title** — no named signatory — **through an unmonitored or generic correspondence mailbox** counts as a **NON-RESPONSE: "mute, defaulted to silence."** An automatic acknowledgment is receipt proof, not a substantive response. An initialed human reply **is** a response — a human read the matter and answered — but it carries no signed statement. Only a reply over an identifiable human signatory clears the bar in full.

**The test case, graded (L-01/L-02).** The GAC letter of Jun 17, 2026 answers Frank's May 22, 2026 email to Minister Anand. It was sent from **Consular-Correspondence@international.gc.ca**, under the notice **"do not reply — this account is not monitored,"** and signed **"Senior Consular Correspondence Officer"** — a title, no name. Documentary layer: a letter was received on Jun 17, 2026, and it decided his ask (refused). Frank's layer: it meets both prongs of his test on its face, and it is the only production in the record that provably does — **MUTE-NON-RESPONSE**. A refusal issued by nobody, from a mailbox that cannot be answered, is scored in his column exactly as he rules it: silence.

**How the rule was applied to every other reply.** Named signatory → **RESPONSE**. Initialed → RESPONSE (initialled — no signed statement); the AG Canada initialed exchanges (§8, P-30) exist in the record as a class rather than as a single filing row, so they are scored here in words and do not change the row counts — on the RESPONSE side, with the defect noted. Human replies with **no named signatory in the record** (registry letters, intake answers, clerks' refusals) → **MUTE — unnamed reply**. Automatic acknowledgments and machine receipts → **MUTE — receipt/channel auto-reply** (they remain receipt proof in the documentary columns, where they belong). A production that does not exist in the filer's hand, or where no statement to the filer exists at all → **MUTE**. Everything else → **NO REPLY**.

The classification appears as its own column in both §3 tables, beside — never instead of — the documentary Response column.

### §9.1 — Every documentary reply, re-scored under Frank's rule (21 rows)

| # | Office | Frank's classification |
|---|---|---|
| L-01 | Global Affairs Canada (Consular Affairs) | MUTE — title-only, unmonitored mailbox (the L-02 letter) |
| L-02 | Global Affairs Canada | MUTE — title-only, unmonitored mailbox |
| L-04 | Human Rights Tribunal of Ontario | MUTE — unnamed reply (no named signatory in the record) |
| L-09 | Supreme Court of Canada (Registry) | MUTE — unnamed reply |
| L-13 | Supreme Court of Canada (Registry) | MUTE — unnamed reply |
| L-29 | CRCC | MUTE — unnamed reply (the auto-reply is receipt only) |
| L-34 | Public Safety Canada | MUTE — no statement to the filer exists |
| L-36 | LECA | **RESPONSE — named signatory** |
| L-38 | Canadian Judicial Council | MUTE — unnamed in the record |
| L-57 | Supreme Court of Newfoundland and Labrador | MUTE — unnamed reply |
| L-58 | Court of King's Bench, New Brunswick | MUTE — unnamed reply |
| L-71 | U.S. Attorney's Office (W.D. Tex.) | **RESPONSE — named signatory** |
| L-73 | Section A wave (31 offices, aggregate) | MUTE — receipt/channel auto-reply |
| C-02 | Canadian Judicial Council | **RESPONSE — named signatory** (the Feb 12, 2019 Sabourin letter) |
| C-03 | Law Society of Ontario | MUTE — not in hand (no signed statement in the record) |
| C-04 | Office of the Chief Coroner (Ontario) | **RESPONSE — named signatory** |
| C-06 | Supreme Court of British Columbia | MUTE — unnamed reply |
| C-09 | Supreme Court of British Columbia (Scheduling) | MUTE — unnamed reply |
| C-10 | FSRA (via the multi-body letter) | **RESPONSE — named signatory** |
| C-12 | FSRA | **RESPONSE — named signatory** |
| C-13 | FSRA | **RESPONSE — named signatory** |

### §9.2 — The response totals under BOTH counts (recomputed)

| Count | Longo (75) | Ceylan (22) | All (97) |
|---|---|---|---|
| **Documentary replies received** (anything in writing came back) | 13 (17.3%) | 8 (36.4%) | **21 (21.6%)** |
| **Substantive RESPONSE under Frank's rule** (named-signatory replies) | **2 (2.7%)** — LECA (L-36), USAO (L-71) | **5 (22.7%)** — CJC (C-02), OCC (C-04), FSRA ×3 (C-10, C-12, C-13) | **7 (7.2%)** |
| **MUTE-NON-RESPONSE under Frank's rule** (a reply arrived; it does not count) | 11 — incl. the GAC letter ×2 rows, both SCC letters, HRTO, CRCC, Public Safety, the CJC decision on Frank's own complaint, both court refusals, the Section A auto-reply | 3 — the LSO dismissal (not in hand), both BCSC registry replies | **14** |
| **NO REPLY at all** | 62 | 14 | **76** |
| **Total non-response under Frank's rule** (mute + silence) | 73 of 75 (97.3%) | 17 of 22 (77.3%) | **90 of 97 (92.8%)** |

Read the two counts together, because that is how Frank's rule works: the documentary layer is the evidence; his layer is the judgment on it. On paper, one filing in five drew something back. Under his rule — a named human, answering over their own name, from a door that can be answered — **seven filings in ninety-seven were ever responded to, and five of the seven are Ceylan-side intake letters and a 2019 coroner release. On Frank's own 75 filings, the count is two: a police-complaint agency's processing letter, and a U.S. prosecutor's office.** Every other door is, in his word, mute.

---

## §10 — FRANK'S VERDICT (recorded Oct 27, 2026, 13:09 — his standing verdict, in his words)

> **"So far all guilty — breach of oath and trust."**
> — Frank Longo, on the documented conduct in this audit.

This section is the framing Frank has set on the whole report, and it is presented as what it is: **his verdict**, reached on the record the preceding sections document. The method is the one he directed: every office is measured **against its own oath text and its own published standard** — quoted in the second column, from `proof_and_sworn_duties_oct27.md` — beside its documented conduct in the third. The breach conclusion in the fourth column is his; it is checkable line by line against the first two, and nothing in it has been written into the documentary sections, which state only what the record shows.

**The documentary layer stays separate, and it is itself part of the record his verdict rests on.** The report's own factual statement, as corrected in §2A, is: **no court or ministry has ever issued a substantive determination on any Longo or Ceylan court instrument — not one.** The only determinations anywhere in either matter are four complaint-level decisions (the CJC's two, the Law Society's one, and Global Affairs' written refusal), every one adverse or a refusal. Ninety-seven filings went to offices sworn to act; on the instruments themselves, the acting offices have never once acted to a conclusion. That fact is not Frank's characterisation. It is the count, and his verdict is built on it.

| Office | What it swore / published (its own words) | Documented conduct (§§3, 8, 9) | Frank's verdict |
|---|---|---|---|
| Ontario Superior Court of Justice | "I solemnly swear (affirm) that I will faithfully, impartially and to the best of my skill and knowledge execute the duties of [the office]" (CJA s. 80) | 9 filings — two habeas-track applications, the LAO mandamus, the 21-845 re-opening motion, the $560M reviews, the Ceylan emergency motion, the estate file: **0 responses, 0 determinations, 0 assistance** | **GUILTY — breach of oath and trust** |
| Minister of Justice / AG Canada (MCU) | The Minister "shall see that the administration of public affairs is in accordance with law"; superintendence of "all matters connected with the administration of justice in Canada" (Justice Act s. 4); AG = "chief law officer of the Crown" (s. 5) | 8 filings, every one delivery-proven; the door produced automatic acknowledgments only — no named official, no file number, ever | **GUILTY — breach of oath and trust** |
| Attorney General of Ontario | The AG "shall see that the administration of public affairs is in accordance with the law" and "shall superintend all matters connected with the administration of justice in Ontario" (MAG Act s. 5) | 3 filings; his Ceylan package was opened three times the day before its acknowledgment fell due (canary, human class) — and nothing was sent | **GUILTY — breach of oath and trust** |
| Supreme Court of Canada | "I do solemnly and sincerely promise and swear that I will duly and faithfully… execute the powers and trusts reposed in me" (SCA s. 10); the Registrar shall keep all records and on receipt accept, reject, or accept with corrections (Rules rr. 10, 19(2)) | 4 filings; receipt acknowledged four times; **no stamp, no file number, no decision on anything** | **GUILTY — breach of oath and trust** |
| Global Affairs Canada | Consular standards: initial response **within one working day**; service of "timeliness, accuracy and fairness" | The 2007–2011 consular assistance stands — admitted in its own words (§5.1). The 2026 record: a refusal signed by title only, sent from an unmonitored mailbox ("do not reply — this account is not monitored"), asserting the history of a file it produced nothing from | **GUILTY — breach of oath and trust** (on the 2026 record; the 2007–2011 assistance is documented at §5.1 and is not erased by the verdict) |
| Public Safety Canada | Officials swear to "faithfully and honestly fulfil the duties that devolve on me" (PSEA s. 54); Privacy Act: answer in 30 days or the refusal is deemed in law | Numbered his letter (MIN-006002), let the referral sit unread 55+ days, forwarded it internally, answered nothing; its Privacy Act clock runs to Nov 23, 2026 | **GUILTY — breach of oath and trust** |
| FSRA | Its published standard: "FSRA will acknowledge complaints in writing within 3 business days of receipt"; complaints "assessed and actioned" within 120–270 days | Three intake replies in May 2026 — then, the day the form it demanded was filed, silence: **no reference number, no determination, in 153 days** | **GUILTY — breach of oath and trust** |
| Office of the Chief Coroner (Ontario) | The coroner "shall… make such investigation as… is necessary in the public interest," to answer the statutory questions, decide if an inquest is necessary, and collect information to prevent further deaths (Coroners Act s. 15(1)) | Released a partial package in 2019 whose central statement is **unsigned by the coroner**; the named Genetics Report enclosure is missing; the complete investigation and toxicology files have never been produced; no inquest decision is in the record | **GUILTY — breach of oath and trust** |
| Canadian Judicial Council | The Council studies and reviews complaints, fairly to judge and complainant (Judges Act ss. 79–140) | The only body that ever decided anything: Lucy's complaint dismissed, then maintained as "vexatious"; Frank's complaint decided Sep 16, 2026 — both against the complainants; the 2026 decision's signatory is not recorded | **GUILTY — breach of oath and trust** |
| Law Society of Ontario | Its published commitment: complaint acknowledgment "generally… within 48 hours"; its licensees swear to "neglect no one's interest" | Lucy's complaint dismissed (the letter is not even on disk); Frank's complaint against his former lawyer has no document, acknowledgment, or outcome in the record | **GUILTY — breach of oath and trust** |
| LECA | Ontario's police-complaint agency — complaint intake and investigation is its statutory purpose | The strongest processing record in the audit — numbered, exchanged, wrote — and **no determination in the record** | **GUILTY — breach of oath and trust** |
| CRCC | The federal RCMP public-complaint body | File opened (R2026-003703), intake questions with a close-warning — **no final disposition in 133 days** | **GUILTY — breach of oath and trust** |
| Human Rights Tribunal of Ontario | A tribunal whose duty is to receive and adjudicate the applications before it | Answered — to say no file exists; the claimed Sep 2025 filing is unproven and the contradiction stands unresolved on the Tribunal's own assertion, with no registry record produced | **GUILTY — breach of oath and trust** |
| Supreme Court of British Columbia | Judicial oath of faithful, impartial execution | Two registry replies, both channel rulings — one stating the filing email "will be deleted without further response"; no acceptance, no file number, ever | **GUILTY — breach of oath and trust** |
| Supreme Court of Newfoundland and Labrador | Judicial oath class | The one court that answered in writing — a form rejection whose assertions were two-thirds accurate ("unsigned" was wrong); the prepared cure was never re-filed | **GUILTY — breach of oath and trust** |
| The remaining courts — AB KB and PEI SC (**filed**, receipts logged, Oct 21, 2026) · MB KB · NB KB (refused by email in writing, Rule 16) · NS SC · SK KB (paper channel; posting unproven) · Quebec courts (posting unproven) · YT SC · NT SC · NU CJ · Federal Court (the habeas filing itself unproven; its registry's only word is a channel auto-reply) | Judicial oath of faithful, impartial execution (CJA s. 80 class; Federal Courts Act s. 9(1)) | Filed, delivered, or transmitted — and then silence from every one of them; no determination, no assistance, on any instrument | **GUILTY — breach of oath and trust** |
| Crown Attorney, Windsor / OCJ | "I will truly and faithfully… execute the duties… of Crown Attorney… without favour or affection to any party" (s. 8); the Crown Attorney "shall aid in the local administration of justice," examining informations and coroners' papers "so that prosecutions may not be delayed unnecessarily or fail through want of proof" (s. 11) | The private-prosecution initiation is unproven in the record, and no answer exists on any proven record | **GUILTY — breach of oath and trust** |
| RCMP Commissioner · Ontario Deputy Commissioner (OPP) | The police oath: discharge duties "faithfully, impartially and according to law"; boards "shall ensure adequate and effective policing is provided… in accordance with the needs of the population" (CSPA) | The March 2026 mandamus service is unproven in the record; no answer on any proven record | **GUILTY — breach of oath and trust** |
| Prime Minister's Office · Governor General | Ministerial accountability to Parliament; the PSEA s. 54 oath of faithful, honest fulfilment | 62 platform-logged deliveries and 33 openings at pm@pm.gc.ca — no answer has ever issued; the GG petition's delivery itself is unproven (0 delivered) | **GUILTY — breach of oath and trust** |
| Justice Canada — Canadians Victimized Abroad Fund | A federal assistance fund: assistance to Canadians victimized abroad is its purpose | No decision of any kind in 224 days on a $105,000 application | **GUILTY — breach of oath and trust** |
| The victim-services offices (Justice Canada's door · the Federal Ombudsperson for Victims of Crime · Windsor-Essex · Windsor Police · Ontario · Yukon · VictimLinkBC) · Legal Aid Ontario | Offices whose function is assistance to victims and to the unrepresented | Eight demands delivered Oct 20, 2026 — silence from every one; the certificate mandamus against LAO stands equally unanswered at the court | **GUILTY — breach of oath and trust** |

**Outside the verdict's frame, and stated so the frame is honest:** the foreign and international bodies (M.D. Florida, the UN bodies, the IACHR, Italy's MFA, INTERPOL's CCF, the EU's DG COMP, the U.S. SEC) swore no Canadian oath and are graded in §§3–4 on their own terms. The one office in the entire audit that simply did what it was asked — the U.S. Attorney's Office (W.D. Tex.), which took his victim-impact statement, submitted it to the court, and confirmed it in writing within a day — is not a Canadian office and holds no Canadian oath. It stands in §5.7 as the contrast the record itself supplies: performance was possible; it just never came from an office sworn to him.

**What stands after the verdict is entered:** the fuses already running on the documentary record — substantive answers due **Nov 1, 2026** (Fraser package; Ceylan escalation) and the Privacy Act deemed-refusal clocks expiring **Nov 23, 2026**, when silence at Justice, Public Safety, and Global Affairs converts in law into refusal — the point at which the documentary record and Frank's verdict will say the same thing in the same words.
