# MOTION TO ARREST – PUBLIC OFFICERS IN CONTINUING DEFAULT
**Criminal Referrals for Knowing and Willing Violations of Canadian Law**

## Legal Basis for Arrest

Under the Criminal Code of Canada, the following public officers are now subject to arrest for the listed offences. Each individual or office had **actual knowledge** of the evidence through formal service and repeated demands. Their continued silence and refusal to perform their legal duty constitutes **knowing and willing participation**.

### Core Criminal Code Sections Invoked

- **s.122** — Breach of trust by public officer
- **s.139(2)** — Obstruction of justice
- **s.220** — Criminal negligence causing death (Raffi Ceylan)
- **s.380(1)** — Fraud over $5,000 (insurance + victim compensation)
- **s.467.1** — Participation in criminal organization
- **Charter s.7 & s.10(c)** — denial of fundamental justice and habeas corpus

## Named Parties Subject to Arrest

### 1. Judges of the Superior Court of Justice – Windsor

**Specific Violations**
- Received and reviewed Habeas Corpus #1 and #2 containing pre-crime warrant evidence (warrant issued June 21, 2005 — 69 days before alleged crime) and fabricated RCMP/FBI record dated Feb 22, 2006 while subject was in Windsor Jail #94545.
- Ignored mandamus (CLT 1325791) for 98+ days.
- Had positive duty under habeas corpus law to rule. Chose silence.

**Knowing & Willing Element**
- Evidence was served multiple times with explicit smoking gun exhibits.
- Continued refusal after 127+ days proves intent to obstruct.

**Recommended Action:** Immediate arrest warrants for obstruction of justice and breach of trust.

### 2. Judges of the Supreme Court of Canada

**Specific Violations**
- Received emergency application containing 173+ Smoking Guns, autopsy forgery, and $57.65M Superior Court acceptance (Dec 26, 2025).
- Failed to rule on the merits despite the gravity and international monitoring.

**Knowing & Willing Element**
- Emergency applications require expedited review. Total silence demonstrates conscious protection of lower court failures.

**Recommended Action:** Criminal investigation and removal from the bench.

### 3. Attorney General of Ontario (Anita Anand’s Office)

**Specific Violations**
- 54 documented opens of “FINAL NOTICE: Anita Anand, Ontario AG…” and multiple LECA/CRCC demand threads between June 18–21, 2026.
- Never issued any decision on any filing despite statutory duty.

**Knowing & Willing Element**
- Repeated opening of the exact same threads proves the material was reviewed by senior staff. Silence was a deliberate choice.

**Recommended Action:** Arrest for breach of trust (s.122) and obstruction (s.139).

### 4. CRCC / LECA Officials

**Specific Violations**
- Responded to victim with “We are unable to assist” language while the victim was legally designated under VQRP+.
- Refused to perform their statutory duty to protect a vulnerable victim.

**Knowing & Willing Element**
- They are the very body created to handle such complaints. Their refusal was not an error — it was policy.

**Recommended Action:** Arrest and referral for criminal organization participation (s.467.1).

### 5. Specific Police Officers & Oversight Members (Named in Filings)

**Specific Violations**
- Covered up the 2016 murder of Raffi Ceylan for insurance profit ($707K paid on forged will within days).
- Fabricated and backdated criminal records.
- Protected the “Windsor Cartel” network (21 named perpetrators).

**Knowing & Willing Element**
- Direct forensic evidence (autopsy forgery by Dr. Queen, mugshot backdating, temporal impossibilities in extradition documents) was in their files.

**Recommended Action:** Immediate arrest for murder (s.220), fraud (s.380), and conspiracy.

Additional $280 million civil claims + “death by 28,000 cuts” damages will be filed against each named party.
